Mr. Horace Lenoir is the Director of the Project Management Office (PMO) for the Houston Consulting Group (HCG), LLC. In his role, Mr. Lenoir is responsible for providing oversight in all levels of the HCG organization by managing our clients’ projects as well as overseeing resource distribution and allocation on these projects. He is overseer and owner of the project management methodology for the company. Mr. Lenoir ensures that the project management process runs efficiently while seeking to continuously improve it. As a project management expert, Mr. Lenoir serves as an external/internal consultant to the management team, project leaders, and teams. As the PMO Director, he is responsible for the on-time delivery of projects that fall within the domain of the total program. Mr. Lenoir is also responsible for moving resources between and among projects as well as prioritizing projects within the program. Mr. Lenoir is the former Senior Project Manager for the ABB Consulting, NA PSM/IM team and is responsible for contract management, coordinating and managing projects for the group. He has several years of experience in project management on various types and sizes of projects. Mr. Lenoir was a member of the consulting team involved in the review of P&IDs and the walk-down of critical assets at the BP-Texas City Plant. He was also responsible for creating preventative maintenance procedures for critical and essential assets for the BP-Texas City plant. He is also an expert in developing reliability improvement programs for critical/essential assets for different types of equipment. He has broad experience working with major energy & chemical companies throughout the US. Mr. Lenoir is also a certified Project Management Professional (PMP) by Project Management Institute (PMI).

Sr. Consultant in the Process Safety Management (PSM)/ Integrity Management (IM) Group for ABB. Mr. Lenoir is responsible for contract management, operations management, implementation, and head of project management for the group.
