Both were successfully implemented in a complementary fashion from the ridge to the reef. Though a challenging approach, the good experiences made during Phase I led to the conception of a regional development program that applied an integrated landscape approach from the ridge to the reef from the beginning.The new CATS program, which covered the same eight CARICOM Member States, was officially titled "Improvement of the Climate Resilience of Caribbean Island and Coastal States through systemic resource management on Land and at Sea". Its geographic focus was on Dominica, Grenada, and Saint Lucia in the Eastern Caribbean, complemented by St. Vincent and the Grenadines and, to a lesser extent, St. Kitts and Nevis.
