Leading the Centene Advanced Technology Team to develop innovations to improve the health of the members we serve. Our team applies new technologies and data science to change the way we do business by implementing solutions to improve service to our members and providers. The Advanced Technology Team works across multiple complex technology platforms developing APIs and web applications on-prem and in the cloud using proven agile development processes. The scope of our work includes Medical Management, claims, provider and member related systems.

Leading enterprise programs in the Interoperability Innovation Lab to support Population Heath initiatives.

-Supporting a large health care payor in the development of productivity tools to improve patient care and reduce administrative tasks for clinicians. -Activities include Project Management, Business Analysis, and Software Testing utilizing AWS Services (Dynamo, Lambda, IAM, S3 and others). -Coordination and management of off-shore resources through daily scrums. -Development of executive presentations (PPT) to secure agreement on program strategy, objectives and technical approach.

-Established and matured Program and Project Management frameworks and Portfolio Management tools in support of the Information Technology division. -Managed a team of 29 internal associates and contractors including project managers, business analysts, and program managers. -Lead the transformation of recently merged companies to common project management methodologies, including the IT portfolio reporting, process and procedures for IT Governance to compliment the transformation to a Scaled Agile Framework (SAFe). -Supported SOX audits to ensure consolidation of IT controls were implemented and validated for financially significant systems.

-Managed a group of 10 Program Managers and established standard processes deliver enterprise wide programs in a complex changing health care insurance environment.-Partnered with business unit executives to ensure the Information Technology teams met the needs of changing business environments including requirements definition to establish administrative efficiencies, systems innovation.-Partnered with business executives to lead programs in excess of $10M over a duration of 1 to 3 years.-Program managed the conversion of 1.8 million health care insurance members (Medi-Cal) from a legacy claims and enrollment system to a new business system. Scope included system changes across 30 applications with associated business process changes. Budget of $25M including hardware/software upgrades and onshore and offshore resources

-Established IT Program Management frameworks to enable the business to achieve regulatory compliance, competitive and financial goals through execution of complex IT projects and programs.-Program Managed the $25M HIPAA 5010 Project (implemented data expansion using a new electronic data interchange translator) across 3 Health Care administrative systems including a host of down stream systems. -Partnered with on-shore and off shore teams to perform all phases of systems development.-Program Managed the implementation of a new Self Funding financial arrangement for commercial customers including the implementation of new banking arrangements with extensive financial controls. -Initiated feasibility analysis of HSA / HRA project for large employer groups including vendor partnerships

Organized and managed IT PMO including the establishment of System Development Methodologies and tools supporting these disciplines. -Directed Mergers and Acquisistions for WellPoint IT managing projects and programs to achieve financial synergy targets.

-Directed Mergers and Acquisitions (Merger of Wellpoint Health Networks and Anthem Inc.) managing projects and programs to achieve financial synergy targets. -Performed pre-merger due diligence on target acquisistions of IT related systems supporting corporate IT functions and health care insurance delivery systems.-Tracked projects and synergy financial targets for acquisition of other health care companies across the US and abroad.

-Directed Corporate applications including Payroll, HR, data warehousing, Finance applications.-Included the management of 4 direct reports responsible for the direct supervision of 50 IT associates and contractors.-Created the first member and provider self service web sites through implementation of broad e-technical and business platform.-Evolved corporate websites to scale over time through expansion of infrastructure and re-platforming of computing hardware and software environments.

-Directed a group of Project managers, business analysts and programmers in supporting the Blue Cross of California Membership and Billing systems. Staff of 50 with full budget responsibility.
