Work primarily with the Comptroller's Financial Reporting and Accounting teams on state finance issues, including statutory and GAAP reporting, accounting system setup, cost allocation determination and negotiations with the federal government (fringe and indirect cost recovery). Also advise on implementation of a next generation accounting and financial reporting system.

Oversaw and directed the work of a diverse staff of 23, including auditors, CPA’s, accountants, and data analysts in the production of the Commonwealth’s statutory (budgetary) basis and GAAP basis financial reports (reflecting over $65 billion in Commonwealth revenue and spending), the setting up and monitoring of all spending and revenue accounts in the state accounting system, the management of the state’s billing and accounts receivable and electronic commerce systems, and the drawing down, accounting for and reporting of federal grants and management of the Commonwealth’s cost allocation processes. The 10 GAAP basis financial reports produced under my supervision have all earned unmodified opinions from the Commonwealth’s independent auditor and the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting. Oversaw the Comptroller’s relationship with the Commonwealth’s independent audit firm and managed the combined efforts of the Commonwealth's departments, the audit firm and the Commonwealth's independent authorities in the completion of the Commonwealth's financial audit.Lead the implementation of cloud-based financial reporting software that significantly reduced the time and expense it takes to produce the state's financial reports, and that reduced the potential for errors. Served as chair of multi-state committee that suggests and negotiates changes to this software with vendor.Created the queries for and lead the implementation of publication of various spending and revenue data sets published on the Comptroller's transparency website (see link below), allowing the public and state government researchers access to extensive data on Commonwealth finances.Directed preparation of spending, revenue, debt service and financial reporting sections of the Commonwealth’s bond prospectuses. Represented Comptroller’s Office in Commonwealth due diligence meetings and rating agency/investor presentations.

Directed staff of 7-12 economists, programmers, and statisticians in analyzing proposed changes to the Commonwealth’s tax laws, overseeing the Commonwealth’s tax revenue forecasting model, preparing the tax revenue sections of the Commonwealth’s cash flow statements and bond prospectuses, and responding to information requests by the executive branch, Legislature, bond rating agencies, interest groups and news media.Testified before Massachusetts Legislature on tax revenue and economic forecasts during Commonwealth’s annual budget hearings. Made tax forecast presentations to the Governor and Secretary of Administration and Finance. Represented the Commonwealth in bond due diligence meetings and rating agency presentations.Represented the Department of Revenue in discussions and decision-making with other state agencies involved in tax revenue collections, including the Executive Office for Administration and Finance, State Treasurer and State Comptroller.Designed and directed the implementation of database applications to retrieve and analyze tax transaction and economic data using Oracle, SAS statistical software, Microsoft Access, Microsoft Excel, Eviews (an econometric software package) and Adobe Acrobat software. Supervised budget analysts and advised the State Budget Director and Secretary of Administration and Finance in formulating the Commonwealth's policy on state finance issues, including taxes, capital spending, debt service, state employee compensation, pensions and fringe benefit recovery.
