MANAGER, Minority Vendor Program, Consolidated Rail Corporation, Philadelphia, PA (1977-1978)Handled day-to-day management of a corporation-wide program to change procurement practices and procedures to include disadvantaged businesses in the $1B+ annual procurement budget. Helped develop and carry out a corporate plan. Reported to the Board of Directors, CEO, and oversight federal agency on program results and activities. Provided liaison and quality assurance review with federal contractors. Performed and coordinated technical assistance to disadvantaged businesses. Developed assistance and support for procurement planning. Provided technical assistance to the government relations function and helped prepare for congressional oversight and appropriations hearings.
