About Howard Sargent
As Parliamentary Clerk for DWP I provide advice and guidance for colleagues in the Department on Parliamentary procedures, and liaise with House officials on Parliamentary activity relating to the Department's remit. I also have responsibility for strategic management of the Parliamentary Relations Unit, my team handles the relationship between the Department and the UK Parliament at Westminster, particularly regarding debates, Ministerial Statements, Parliamentary questions (written and oral), Select Committees and so on.My previous role was in Communications Planning. Here I planned communications activity across the whole Department, liaising as necessary with other Departments and external bodies. In addition I provided technical support for colleagues using a variety of tools within our Collaborative Working Software (eRooms by Documentum).Before that I worked on the Department's Intranet Programme. Here I worked on a number of large projects; from converting our guides and manuals from hard copy to being on-line, to delivering a new Web Content Management System. My last and longest role on the Programme was implementing Collaborative Working Software across the Department. I very much enjoyed this work: giving demonstrations, taking requirements, building tools, providing support and training for users.I also have experience of national statistical and accounting work. This role principally involved writing and running queries in an adapted SQL database, providing data in a user friendly format for regular and ad hoc requests for information.My career started working in a local Social Security Office processing benefits and dealing with the Public, before moving to Management and IT support in the local office.

I provide guidance to Ministers' Private Offices and policy colleagues on Parliamentary procedures and protocols. I am the main point of contact between the Department and Houses of Parliament for Written Ministerial Statements, placing documents in the House libraries and laying of other documents i.e. Command Papers. I also deal with debates and questions for Ministers in the House (both Commons and Lords), ensuring briefing for the Minister concerned is commissioned where required. Furthermore I liaise with House and security colleagues on arranging relevant passes, etc to allow officials to support Ministers during debates in the Palace of Westminster. I support colleagues in the Parliamentary Relations Unit on commissioning and sending answers to Written Parliamentary Questions - from both MPs and Lords. Lastly I coordinate and commission briefings on Departmental policy and activity for the Leader of the House for when he takes questions every week when the House is sitting.

Forward planning of communications activity, announcements, publications, etc. This involved a great dea of liaising with teams right across the Department, ensuring we had the most accurate and up to date information on which to base forward planning decisions.
Collaborative Working Software Implementation And Training
I was the longest serving member of a small team (never more than six people) implementing eRooms Collaborative Working Software by Documentum in businesses and teams across the Department.My role included:- Providing demonstrations of the software to a wide cross section of teams and seniority- Taking requirements for Collaborative Working and building rooms with tools to meet those requirements- Providing training (from informal at the shoulder type to two day, hands-on training events) for users of the software- Providing on-going support for users post-implementation- Maintaining licences and ensuring that the correct colleagues had access.
