Washtenaw County’s Court Services Liaisons utilize the objectivity of the Virginia Pretrial Risk Assessment Instrument (VPRAI) in order to provide judges and magistrates with a snapshot of an inmate’s circumstances at the time of their arrest and, based on those factors, recommend the most appropriate bond and pre-trial supervision. The VPRAI, developed based on rigorous research and revered for its accuracy, outlines conditions in which defendants are less likely to be successful during the pre-trial stage of the criminal justice system, such as unstable residency, unemployment, preceding criminal history, etc.As a Court Services Liaison, I conducted interviews with felony and misdemeanor inmates prior to arraignment, inquiring about elements such as their community ties, residence history, details of employment and education, as well as drug and alcohol use. Meanwhile, I also accessed information in various county and state-wide databases in order to investigate and evaluate the defendant’s criminal history. Although the VPRAI is designed to be objective, many inmate’s situations deviated from the black-and-white. In order to be successful in this role, I had to apply a degree of discretion in terms of whether the conditions of the VPRAI were applicable.The majority of a day’s work was performed within the county jail itself, interacting with Correction’s Officers, Command staff, external professional visitors, and inmates. I operated under the court’s strict deadlines with the understanding that accuracy was the most important objective in applying the VPRAI.
