Scott specializes in class action defense of consumer statutory claims (FCRA, FDCPA, TCPA, UCC, UDAAP, RICO), data breach lawsuits, and general business disputes. His national practice focuses on privacy litigation with an emphasis on the Fair Credit Reporting Act (FCRA) and its state analogs. He regularly represents companies on an array of data privacy issues, including background screening, consumer reporting, data breaches, ransomware attacks, and related regulatory investigations by the Consumer Financial Protection Bureau (CFPB), Federal Trade Commission (FTC), and state attorneys general. Scott also represents clients in complex individual lawsuits asserting claims under the Securities Exchange Act and FTC Holder Rule – most notably through his representation of a Fortune 150 banking institution’s national automobile lending portfolio.Additionally, Scott has served as counsel on successful appeals before the U.S. Courts of Appeals for the Fourth, Ninth, and D.C. Circuits. He also has represented clients in national class actions filed in federal courts in Virginia, Nevada, California, Ohio, Arizona, New York, Pennsylvania, and Iowa, as well as state-only class actions in Virginia, Maryland, New Hampshire, and Ohio.Before joining Troutman Pepper, Scott served as the first law clerk to the Honorable John A.
