Served as the Civil-Municipal Service Area Director for RETTEW Associates, a large civil engineering firm with a strong background in Pennsylvania municipal government operations.

Scott is the Regional manager of the Lancaster Office and Gettysburg Office of Herbert, Rowland & Grubic, Inc. (HRG). He is responsible for the management and daily operation of two civil engineering offices totaling 26 employees. Responsibilities include hiring, disciplining and discharging employees; preparing annual reviews and salary adjustments; preparing a budget including forecasting expenses and revenue; maintaining a budget and meeting budget guidelines; developing long range business plans; administering contracts and leases; implementing company policy and procedures; and maintaining good client relations. Scott is also responsible for municipal reviews of land development and subdivision plans, Highway Occupancy Permit plan reviews, traffic study reviews, municipal planning, roadway design, drainage design and management, pavement design and analysis, traffic analyses and projections, bridge replacements, schedule updates for municipal and transportation projects, utility coordination, traffic signal analysis, project budgeting and cost estimating, bid document preparation, contract administration and construction inspection. Additional responsibilities include attending night meetings, preparing meeting minutes, municipal budget assistance, municipal permitting, municipal fee assessments, offering expert witness testimony for municipal officials including conditional use applications, meeting with residents to address complaints, grant writing and municipal ordinance writing.Prior to joining HRG in 2001, Scott worked as a project manager for McMahon Associates, Inc. in Fort Washington, PA working on municipal engineering and transportation projects. Scott also served as a combat engineer with the final rank of Captain in the Army Corps of Engineers for 10 years on both Active Duty and with the PA National Guard before his honorable discharge in 2002.

Inactive Ready Reserves, 2002 Pennsylvania Army National Guard, 103D Combat Engineer Battalion (Mechanized), 1997 - 2001• Served as the A Company commander in charge of 105 Combat Engineer Soldiers, 1997 - 1999•Served as the battalion's S-3 officer in charge of planning and training, 1999 - 2001Army Corps of Engineers, 70th Combat Engineer Battalion, Fort Riley, KS, Lieutenant/Captain, May 1993 to August 1997. Duties included: Battalion Maintenance Officer (December 1995 to July 1997) - Responsibilities included vehicle readiness, scheduling of services, maintenance monitoring programs and coordination of equipment, parts, and 47 mechanics to sustain 328 pieces of equipment worth $70 million.Company Executive Officer and Support Platoon Leader (December 1994 to December 1995) - Performed a dual job as second-in-command of a 130-man Headquarters and Headquarters Company and supervisor of a 47-man Support Platoon. During this time period, Mr. Russell was federally certified (in August 1994) to generate, store, handle, and transport hazardous waste in the United States (80 hours).Platoon Leader (October 1993 to December 1994) - Served as platoon leader for a 34-man mechanized platoon. Was responsible for all aspects of the platoon's training and the execution of all orders given. Equipment included four D-7 dozers, two SEE’s, four dump trucks, two flat bed trailers, two cargo trucks (HEMMITS) and combat vehicles. Additional duties included “Operation Snow Burst”, managing the plow teams responsible for removing snow from Fort Riley’s road network.Engineer Officer Basic Course (May 1993 to October 1993) - Received five months of classroom, laboratory, and hands-on training in all related Corps of Engineers areas with a focus on civil construction design. Certified in explosive demolitions.
