Htoo is an experienced senior MEAL practitioner with more than 16 years of experience spanning sectors, including health and nutrition (MNCH, HIV, tuberculosis (TB), malaria), child protection, education, food security and livelihoods, humanitarian relief, justice, and peacebuilding in multi-donors funded projects, programs and consortium including USAID, FCDO, DFAT, DANIDA, EU, ECHO, etc., Htoo also possesses extensive experience as a facilitator and trainer, leading trainings and workshops on MEL, emergency preparedness and response, child protection, and humanitarian accountability mechanisms. Htoo received specialized coaching on process facilitation from an International Association of Facilitators (IAF)-certified professional facilitator which has enabled Htoo to lead on learning part of MEL.Htoo's experience includes developing and operationalizing M&E framework & systems including indicators and target setting, baseline, mid-term, data collection methods and systems at each level using both traditional and online platforms, leading dynamic teams for executing M&E plans for learning and reporting, setting up accountability mechanisms, facilitating learning environment using process and agile methods to promote collaborating, learning and adaptation (CLA), and managing changes. Experience in leading evaluation of multi-sectors programs in non-permissive environments.
