Hubert is an International Trade Law graduate and Project Management Specialist with expertise in designing and supervising public and private sector development operations. Having graduated with distinction from the University of East Anglia, Hubert has excellent research and analytical skills. He has broad experience in international development having worked at the Inter-American Development Bank for over four years. Hubert has worked on a wide cross section of projects in sectors such as the environment, energy, transport, and agriculture. He has proven abilities in portfolio management, communication and training which compliments his experience in international development. Hubert has provided policy advice and conducted analytical research for Guyana’s Green State Development Strategy. He currently serves as the Operations Officer for the World Bank overseeing a portfolio of investments projects in Guyana and Surianme of over US$200M. Hubert also lectures in private international law at the University of Guyana and serves on the Global Shapers Community's Advisory Council.
