Mr. Harvey currently serves as the Director, Juvenile and Risk Operations for Shelby County, Alabama where he focuses on customer service in several operating areas to include Mental Health, Risk Management, Juvenile Detention, Operational Safety, Emergency Management and Juvenile Court/Juvenile Probation Services. He is a Certified CIT Coordinator (2024-2027), a member of CIT (Crisis Intervention Training) International and serves on the Public Policy Steering Committee & Public Policy Advisory Council, NACo (National Association of Counties) Justice and Public Safety Steering Committee, Alabama CIT State Steering Committee, International Association of Emergency Managers (IAEM) Mental Health, Children & Disasters and K-12 Caucuses and the Alabama Association of Emergency Managers (AAEM). Mr. Harvey previously served Shelby County as the Director of Emergency Management from 2012 to 2022. He holds the Certified Emergency Manager (CEM®) from IAEM and the Master Level Emergency Manager (MLEM) for the AAEM. Among Mr. Harvey’s prior experience he served as a Southern Baptist Disaster Relief volunteer including as Team Lead and Chaplain for a medical team sent to Port-au-Prince, Haiti after the 2010 earthquake. His chaplain training includes the Shelby County, Alabama, Sheriff’s Law Enforcement Academy, numerous Critical Incident Stress Management (CISM) and Mental Health First Aid classes.He is a licensed attorney for 25+ years having served in private practice and as a Deputy District Attorney in the 15th Judicial Circuit (Montgomery) prosecuting felony crimes where the victim was a child. Since 2010, he serves as an Assistant Professor teaching Business Law in Liberty University's Graduate School of Business. In 2015 he was awarded Liberty University's President’s Award for Excellence in Teaching. He is a member of the Shelby County, State of Alabama and United States Supreme Court Bars.Mr. Harvey currently serves on the Board of the Shelby County Emergency Management Communications District (9-1-1) and previously served on the Board of Directors of the Shelby County Community Health Foundation and the Alabama First Responders Wireless Commission.Mr. Harvey has completed leadership programs including Leadership Shelby County and the Alabama Public Safety Leadership Academy where he was class president.
