Management of Communications Systems Development and Integration Systems Engineering lead for study team planning the implementation of Link 16 into FLORAKO.  Prepared System Level specifications and participated in development of the FLORAKO Link 16 Concept of Operations. Provided technical recommendations to the FLORAKO KOMSYS Team Lead the Hughes Communications Engineering team that implemented the centralized semi-automated control and monitoring of clear and secure Ground-Air-Ground voice and data communications capability. IADS architecture integrates data exchanged via eleven separate types of data links (including Link 1, 11, 11B, 14, ATDL-1, ICAO and provisions for Joint Tactical Information Distribution System – Link 16).  Crypto custodian for installed IADS cryptographic equipment (KG-40, KG-84C, and KG-94, KY-58, KY-68).

Tactical Data Link Terminals Development, Integration, and TestTheater and Tactical Communications Programs Office : Project manager for three radio development projects. JTIDS Terminal Development and Integration Section: Direct the activities of 27 systems engineers and technicians to develop Distributed Time Division Multiple Access (DTDMA) JTIDS terminals (Link 16 Terminals).  Test Director for the Hughes-ITT joint venture (TADCOM). Represented TADCOM at U.S. Navy Test and Integration Working Group meetings.  Planned integration and test of JTIDS terminals into US Navy platforms.Communications Systems Engineer: Responsible for specification of engineering changes to JTIDS Class 1 terminals (AN/URQ-33 (V)).  Engineering lead for proof of concept demonstration of Position Location Reporting System (PLRS) JTIDS Hybrid. Defined system level requirements for Enhanced Position Reporting Location System (EPLRS).

JTIDS Joint Program Office - Class 1 JTIDS Terminal Manager: Accomplished requirements specification, procurement, test and delivery of JTIDS Class 1 Terminals (Hughes Improved Terminal-HIT). Planned and implemented Low Rate Initial Production of Class 1 terminals (AN/URQ-33 (V)) needed for E-3A AWACS installation. Participated in definition and test of Interim Joint Message Standard (IJMS).

Defense Support Program (DSP), Systems Engineer, Ground Data Systems Office: Established telemetry data link processing capability to support multiple early warning satellites from CONUS ground station. Implemented secure commanding capability into ground stations. Implemented near-real time processing of nuclear burst detection data.

 Manage activity of 12 engineers and technicians in various analysis of Air Defense Ground Environment components (radar, SAM, etc.). Administer special access programs.
