Hugh McPhail is an independent consultant, with particular expertise and experience in trade negotiations and trade remedies.Hugh is currently working as a contractor at the Ministry of Business, Innovation and Employment, providing advice and expertise on trade remedies. Hugh has also been appointed by the WTO Director-General to chair a WTO dispute panel on Indian safeguard measures on steel.Other recent activity includes research for website www.blenheim175.wordpress.com and publication of a book "The Blenheim People"​ incorporating that research.In 2011-2014 undertook a contract with the NZ Ministry of Foreign Affairs and Trade, providing advice and assistance on matters relating to trade remedies and trade negotiations.Past consultancy work has included the contribution of information on New Zealand's trade remedy implementation to a report prepared by BKP Development Research & Consulting GmbH for the European Commission; a Commonwealth Secretariat assignment to prepare trade remedy legislation for the Government of Malawi, and the provision of independent quality assurance to the General Manager of the New Zealand Parliamentary Service on a range of activities.Publications:New Zealand chapters for two books - one on the use of judicial review and trade remedies for "Domestic Judicial Review of Trade Remedies"​ published by the Cambridge University Press; and the other on anti-dumping practice in a range of countries, "Guide to International Anti-Dumping Practice", published by Wolters Kluwer.
