The Economic Development Program Manager is a key resource within the Department of Local Services and will provide strategic planning, coordination and support for economic development activities within unincorporated areas of King County. Continuously provide leadership in the development of innovative economic development programs and implementation strategies to increase jobs and income in King County's unincorporated areas, with a particular focus on fostering successful new business ventures and supporting the growth, expansion and retention of existing businesses in King County's unincorporated areas.Establishes collaborative relationships with and among county-wide economic development partners who are or can support unincorporated communities and will build effective public/private partnerships, trust and credibility throughout the business and development community in both Rural and Urban unincorporated areas of King County.working to implement both existing and new strategies that support rural economic development. In addition, this position will provide technical assistance to urban and subarea planning activities. This position will be a part of a team of subarea planners, outreach staff as well as the Department Director focused on advancing economic development in the unincorporated areas.

Responsible for outreach and developing relationships with under-served communities in King County, Washington. The relationship will lead to generating and underwriting new mission based business loans that meets Craft3’s mission, financial and risk goals. The primary focus of lending targets small and medium businesses (not micro) in the Pacific Northwest, specifically those owned by minority, woman, veteran, and immigrant entrepreneurs and those located in low to moderate income/redevelopment areas. While continuing to support of the organization’s risk management team and ensuring Craft3 follows appropriate risk management protocols to ensure that it is effectively managing the inherent risk in its portfolio and in managing diverse stakeholder expectations.• Use non-traditional risk analysis, refer to Craft3 lenders or make quality loans to businesses owned by people of color, women and veterans. Underwrite loans in accordance with policy or works cooperatively with assigned Underwriter to prepare detailed risk analysis of borrowers' repayment ability including financial and industry analysis of the borrowers' businesses, presents and defends loan proposals to loan committee based on effective critical thinking.• Strategically target outreach and marketing to increase delivery of capital to low income and diverse small businesses in the King County; • Identify and collaborate with leaders and emerging leaders who are working on innovative economic and community initiatives that produce Craft3 impacts.• Develop and strengthen relationships with leadership of organizations that support diverse small businesses in low income communities, a trusted resource. • Participating in community events that provide outreach opportunities, as well as, understanding of situations that may affect those communities.
