• Assists in developing, planning, executing, and transitioning DLA R&D funded projects.• Responsible and accountable for the coordinated management and validation of multiple, related, and strategic projects designed to enhance Warfighter Support, Stewardship Excellence, and Workforce Development. • Maintains continuous alignment of programs’ scope with the strategic business objectives of the Defense Logistics Agency (DLA). • Develops long-range plans and supports programs’ initiatives. Provides technical advice on the effectiveness and suitability of deploying new processes and validating the expected results of these process changes. Directs studies of current and proposed R&D initiatives and assesses impact on processes, procedures, systems, and data.• Assists in the development of briefing materials, plans of action, and other capacities as assigned for DLA’s participation in joint service planning efforts for the Joint Directors Manufacturing Technology Panel (JDMTP) and other OSD R&D efforts.• Coordinates with multiple entities on the strategies to adapt emerging technology to meet the needs of DLA. Supports the Chief, Logistics Research and Development Office integration of the DLA R&D goals. Performs special studies as assigned and manages field projects.• Supports programs’ industrial preparedness efforts to include modernization, expansion, and preservation.• Assists with preparing and maintaining program plans, presentations, and other artifacts as assigned in support of the R&D Program Management Office (PMO).• Supports programs’ manufacturing technology efforts to include automated systems, material handling, and additive processes.• Manage financials and other administrative activities for the programs to include budgeting and Monthly Obligation Plans (MOPs), contingency planning and contracting, and project prioritizations.

♦ Participated in strategic planning and developed project and program management plans in support of business process improvements designed to increase throughput and visibility of disaster relief and humanitarian assistance supplies. Facilitated the process mapping of existing assumptions, capabilities, characteristics, objectives, and alternatives. Conducted operations research and risk analysis in support of humanitarian assistance. Provided guidance and decision support for project tasks and sub-tasks, support presentations, and client meetings. ♦ Conducted operations research, cost/benefit analyses, and extrapolative forecasting on the potential for alternative energy use on Forward Operating Bases (FOBs). Developed demand and cost effectiveness analyses including capital assets to identify alternative energy experimental opportunities. Provided guidance and decisional support for project tasks and sub-tasks, support presentations, client meetings and Integrated Process Team (IPT).♦ Assisted in the determination and charter development of viable project opportunities through assigned project managers. Demonstrated ability to determine customer requirements, manage customer "wants" versus "needs", assess strengths, weaknesses, and risks, and incorporate requirements into business strategies for Program Management Excellence. Communicated regularly with leadership in the form of reviews and updates is required as well as driving Program Management Excellence across the Strategic Distribution and Disposition (SDD) R&D Program. ♦ Demonstrated skill and knowledge across the full spectrum of distribution systems, theater logistics and supply chain management, to include requirements and business process analysis, economic analysis, proficiency in distribution system analysis and research, operations research, business process re-engineering, database design, documentation development and maintenance, testing, and implementation.

Developed Transportation Management System (TMS) business case/cost-benefit analysis and was part of the team that successfully presented to and gained approval from senior management to purchase and implement TMS. Led a team of internal associates and 3rd party Consultants focused on the development and implementation of a multi-phased TMS rollout. Served as key TMS project liaison to all stakeholders ensuring program value and conformance to project management methodology.♦ Completed a business case analysis, cost-benefit analysis and total ownership costs analysis to determine the impact and opportunity costs of “in sourcing” transportation management. Developed and presented business initiatives to upper management gaining approval for TMS project. As Initiative Manager, led a cross-cultural team of associates and consultants in performing process mapping in support of TMS strategic planning. ♦ Performed gap analyses and risk analyses of the “as-is” processes to produce and enhance “to-be” processes and business process improvements.♦ Provided ongoing project analysis, mitigated “scope creep,” communicated project status, identified project risks, issues, and constraints, planned responses.♦ Managed project resources, progress, completion timeframes, budgets, earned value, and deliverables – with results that include:o Improved asset and carrier visibility, utilization, and automation;o Freight savings via 3PL cost avoidance, carrier bidding, order optimization, and mode mix; o Improved transit reliability;o Reduced damage and improved carrier cargo claims.

♦ Conducted multiple strategic planning sessions, business case analyses, cost-benefit analyses, and return-on-investment analyses leading to the approval of value added business initiatives that improved business processes and performance metrics. As Initiative Director, led cross-functional teams to completion within estimated timeframes and budget constraints. Key areas included: performance based logistics contracts, logistics systems modernization, implementation and assessment, and lessons learned.♦ Led operations research and change management in the implementation of inbound freight conversion providing significant costs savings, reductions in inventory and safety stock, and warehousing operating costs. Enhanced overall customer service through productivity improvements. Led all budgeting and financial projections. ♦ Initiated Company’s successful efforts to become C-TPAT certified.♦ Administered Customs training programs to associates via e-learning tools; received praise from CBP during C-TPAT validation and review.♦ Served as key liaison for Logistics department during very visible internal audit of International Logistics and Customs Compliance.♦ Presented results of Customs internal audit to C-level executives and board of directors.♦ Managed international carrier contracts, tonnage requirements, annual negotiations, change of services, and rate adjustments.♦ Performed teach outs on the Company’s strategic architecture and associate engagement.♦ Management responsibility for three outsourced third party (3PL) relationships.♦ Negotiated freight allowances with vendors (inbound logistics); terms of returns (reverse logistics).♦ Served on Innovation and Case for Change teams for the Company.
