Conducted valuation analysis and due diligence for Turkish outward investments. • Developed government investment incentive mechanism for Turkish overseas investors/contractors to support project finance tools. Managed an inter-institutional ad-hoc team to analyze various country examples and to modify current Turkish investment incentive program for the project purposes. • Provided top level consulting for Turkish investors to choose right foreign market with right expansion model. Designed “Target Markets Model” that assists in ranking/filtering suitable foreign markets for potential Turkish overseas investors. • Led the execution of Turkish Free Zone Project in Djibouti Port (PPP project to facilitate Turkish investments in Ethiopia). Prepared and negotiated the MOU (signed December 2014) and Concessions Agreement.• A Member of Working Group on International Investment Statistics at OECD. Represented Turkey on various OECD meetings.• Led the design and implementation of business processes for the newly created Department of Overseas Investments. • Worked in the team that designed and prepared the legislation for the “Next Generation Free Zones Program” (Special Economic Zones). • Prepared GD’s position on Joint Economic Committee Meetings and Free Trade Agreements with various countries. • Organized Turkish Investors’ Mission Programs to selected countries, three per year (Minister level). • Promoted to Manager position 18 months earlier than normally expected and supervised 4 junior experts.

• Key player of the team that restructured Turkish Free Zones Program by reformulating the regulation and incentives mechanism that resulted an instant $70 Mn FDI inflow (Hewlett Packard) and 2K employment in 2010. Active role during negotiations to attract Hewlett Packard’s FDI. (Currently 19 TFZs generate 24 BN $ trade volume, roughly 6% of Turkey's. TFZs consist of 3200 companies and 60K employment.) • Executed the Turkish Free Zones phase of the $50 M budgeted Development of a Clustering Policy for Turkey project funded by the European Commission. • Designed and executed in-house training program for the newly recruited 6 junior experts.• Worked as advisor to Mr. Undersecretary. Exposed to Ministry's decision-making and governance. Actively involved the shaping of the foreign trade policies resulted in increased Turkish exports from $73 B to $132 B.• Coordinated trade negotiations with National Iraq Oil Company (SOMO). Restructured SOMO’s $1.5 Bn debt to 38 Turkish petroleum firms, resulting in payment of all debts, in less than two year, by the end of 2008.• Coordinated the ad-hoc committee on the institutional capacity building and transformation of the Ministry of Economy (Undersecretariat for Foreign Trade back then). • Prepared policy memo notes, speeches and advisory to Mr. Undersecretary. Organized Mr. Undersecretary’s official visits and daily program. • As the Assistant Editor of the Ministry’s peer reviewed journal “Journal of International Trade and Diplomacy” Managed the publishing process in collaboration with Editor Prof. Subidey Togan of Bilkent University. Headed a team of six volunteer junior colleagues. Spearheaded “Beyond the Doha Round” the International Conference of the Journal of International Trade and Diplomacy, on November 7th 2008, Istanbul.• Was recruited as the first in his cohort and started his public service career at the Department of Middle East countries. Gained expertise on Turkish- Iraqi trade and economic relations.
