Hussain Jarwar began his professional career as a grassroots activist, campaigner, influencer, and senior manager. He currently serves as the Chief Executive Officer of Indus Consortium, a coalition of 64 civil society organizations (CSOs) in Pakistan, a position he has held since 2012. Mr. Jarwar has extensive experience in various sectors. He worked in the Education Program under the USAID-funded “Education Sector Reforms Program” and led Pakistan’s leading fisherfolk social movement for five years, successfully abolishing the contract system on inland water bodies in Sindh Province, benefiting millions of fisherfolk. His work on improving the hygienic fishing supply chain through a small-scale fishing awareness program helped lift the EU's export ban imposed due to unhygienic fishing conditions. The fishing communities, under environment Program, played a crucial role in protecting and conserving mangroves in the coastal areas of Karachi. He also served as the focal person for the World Forum of Fisher People at PFF and organized a General Assembly in Pakistan participated by members from Asia, Europe, Canada and Africa.Under his leadership, Indus Consortium has become recognized as a leading organization in Climate Change and water governance in Pakistan, successfully influencing the Sindh Water Policy 2023 with a focus on the perspectives of tail-end and women farmers. The Sindh Irrigation Department formally acknowledged this achievement. Through the Just Energy Transition program, he strengthened a community network of 20 CSOs, tracked financing of IFIs and corporations, promoted renewable energy acceleration, and linked local to global.Mr. Jarwar is the author of "Water for Equitable Social Outcome," a book that covers case studies of irrigation water governance and reforms in Pakistan. He holds a Master’s degree in Sociology from the University of Sindh and an MPhil in International Development Studies from Iqra University, Islamabad. Additionally, he has a certification in "Introduction to Sustainable Finance" from Oxford University. Mr. Jarwar has successfully implemented various national and global campaigns and initiatives on climate change, energy transition, fair finance, livelihoods, irrigation water governance, school safety, and tax justice. With over 20 years of experience, Mr. Jarwar has managed emergency responses to cyclones, riverine floods, flash floods, droughts, heat waves, and earthquakes in Pakistan. He has managed approximately 150 projects and programs, liaised with 50 donors, and overseen more than 300 staff members.

Mobilized 50,000 small farmers, and women farmers, engaged major public universities, and journalists through Provincial forums. • Successfully created sustainable women enterprises in the fishing and agriculture sector for entrepreneurship, facilitated 50 women entrepreneurs of agriculture and 25 in the fishing sector. • Facilitated youth network through job placement initiative and employed 250 youth at Multan and Muzafergarh. Strengthen CDC BZU Multan, provide competence-based grants to youth entrepreneurs, and ensure sustainability.• The tail-end farmers of Badin received water at the end area after one decade with successful mobilization, networking, and engagement with SIDA and small growers. Facilitated tail-end farmers of Rangpur Canal, Dajjal Canal in Punjab, and Akram wah in Badin for water rights of tail-end farmers through the formation of tail-farmer’s alliances, build capacities on irrigation acts, developed linkages with SIDA, PIDA, and journalists. Provided platforms for provincial policy dialogues on water issues of tail-end farmers. The Sindh Water Policy has been successfully influenced by the Indus Consortium from the perspective of tail-end and women farmers and the irrigation department Government of Sindh has formally acknowledged to Indus Consortium. Successfully initiated the dissemination of Sindh Water Policy 2023 to small farmers, women farmers, and academic intuitions thorugh district-level policy dialogues. -
General ManagerPakistan Fisherfolk Forum Feb 2008 - Aug 2012Karachi, Sindh, Pk• PFF is largest social movement of fishing communities of Pakistan, having 60000 membership through community-based units across the Pakistan. Headed overall Management, Planning and Implementation of PFF Program. Designed more than 50 long-term Projects on resilient livelihoods, DRR, Humanitarian response, livelihoods in Inland and Costal fishing, Enterprise Development, Capacity building on Supply Value Chain, and Organizational Strengths of Community Forums. • Designed and Implemented highly impact oriented livelihoods projects for fisherfolk through capacity building, improvement in hygienic conditions through provision of equipment’s for fish catch preservation, provided fishing boats and environment friendly nets. Due to improved hygienic conditions and processes of fishing, European Union lifted ban of fish imports of Pakistan in 2011. Previously it was delisted from fish import due to unhygienic fishing process. This was great contribution in the economic development of country.• Designed and implemented, PFF campaign on abolition of contract system on inland water bodies of Sindh, mobilized and organized fisherfolk for engagement with policy makers, mainstream political parties, media, and academia and fisheries department. Sindh Assembly abolished contract system on inland water bodies and accepted fishing rights of small scale fisherfolk through provision of fishing licences in 2011. Sindh is only province of Pakistan where contract system had been abolished but rest of fisherfolk are deprived from right to fishing and facing exploitation of contract system. • Developed 5-year Strategic Plan of PFF and headed emergency response of Cyclone PHET 2007, super flood 2010, rain flood 2011, Eearthquakes 2008 in Baluchistan. PFF was only community-based organization who had supported rescue efforts of Government and rescued around one million communities from islands during cyclone and flood victims through 100 community and WFP boats in Sindh and Baluchistan -
