•Oversight and act as operational finance point for all partners in the MENA region (Lebanon, Jordan, Egypt, Morocco and Tunisia), providing the support needed so that partners’ financial management is accurate and follows Global Fund requirements.•Provide the required financial reports to the Frontline AIDS grant team for submission to the Global Fund and provide financial analysis as needed in relation to partner and PMU expenses.•Maintain sight of budget spend and support the Lead: Programs PMU in analysing and managing grant financial data.•Support partners with their organizational capacity development to strengthen their financial management policies and procedures.

•Lead and manage Sub-award team consists of two finance officers including setting objectives, performance management, coaching/mentoring, and training.•Provide support in managing the month-end accounting close process, amortization, account reconciliation, ensuring accuracy and completeness of the ledgers, journal bathes and all supporting documentation in all country offices (coding, approval, uploading...).•Provide generic support to the Finance and Budgeting units in all aspects of the compliance and budgeting matters in the office.•Review monthly reconciliations of bank accounts and balance sheet accounts, and monthly cost allocations•Assist in setting up new budget variance reports for reporting to Managers and Directors.•Establish major sub-award agreements and monitor partner expenditures.•Review and analyze State General Fund Program financial and program data and detect and recommend changes to allocations and related methodologies as required, to ensure financial integrity and/or resource allocations needed with senior management.•Update and maintain internal sub-award tracking mechanisms in collaboration with Program Operations Specialist. •Complete entire month end close process (prepare and analyse monthly journal entries as well as the Cash Flow)•Prepare VAT and tax on salaries and NSSF for records and accounts•Maintain ongoing updates and communications related to current grants and contracts, including regular auditing and reporting to principal investigators on financial status of grants, contracts and discretionary accounts.•Work with external auditors during reviews and audits to ensure full cooperation from accounting staff and compliance with all qualified requests
