After volunteering for over 5 years with the city IT department, joined the team as Assistant Director of IT for City of Chesapeake running the operational side of IT managing several IT teams with of over 75 members.Team Accomplishments: • Guided several departments through the change of being departmentally operated and to work more closely as teams to increase functional successes for the city. • Helped city finalize online licensing application implementation which has increased license throughput fourfold in only half year thus far compared to the previous year. • Worked closely with public safety, police and fire, when new 911 system experienced issues early within the implementation, we worked to ensure that proper attention and resources were being dedicated by the teams and vendor for a successful implementation for the city. • Assisted with guidance of team’s P25 radio build out, and showing how other teams inside and outside the city could also utilize this resource to improve citizens’ lives while allowing the city to offset its own costs for the system. • Worked with IT teams and city teams to evaluate several service management tools that follow ITIL best practices in order to abolish the help desk mindset and incorporate a city-wide service mentality for users and citizens. • Oversaw the teams’ successful migration of the City 911 Call Center move from the previous location where it had been for over 40 years to the city’s new Public Safety Operations Center with no unexpected downtime and within one shift period. • Guided write up of multimillion dollar RFP broadband proposal for a city-wide fiber and wireless solution that will assist over 100,000 citizens within the city who currently do not have adequate broadband access and the remaining 130,000 citizens with improved services from the city.

Oversee and give technical and security related guidance on the City of Chesapeake's self-insurance program as it relates to electronic health records (EHR), personally identifiable information (PII), and personal health information (PHI) that fall under Health Insurance Portability and Accountability Act (HIPAA) and Health Information Technology for Economic and Clinical Health (HITECH) regulatory review.

The Local Emergency Planning Committee serves as the focal point for emergency response planning for emergencies involving natural disasters, hazardous materials and for the management of information within the City. The Committee is also responsible for the development and distribution of a local emergency response plan. (Emergency Planning and Community Right to Know Act of Title III of the Superfund Amendments and Reauthorization Act of 1986)The LEPC is a product of federal legislation that was passed in the wake of the Bhopal disaster in India, where thousands of people died because of an accident involving hazardous materials.To prevent similar occurrence in our communities, in 1986 Congress passed a law that establishes requirements for businesses and for federal, state and local governments regarding emergency planning and community right to know.LEPC's are links between citizens, industry and the government. Because LEPC's are most familiar with the hazards in their own community, and because local citizens tend to be the first responders in an emergency, LEPC's are in the best position to assist local governments in developing emergency plans.The role of an LEPC is to form a partnership with local governments and industries as a resource for enhancing hazardous materials preparedness.
