Developed the business plan and financials for a private water quality utility that utilizes a pay-for-performance public-private partnership model to provide clean water to a 90,000-person city in central Illinois through the use of wetlands in lieu of built infrastructure. Model allowed the City to leverage federal grants for 90% of the cost of the capital investment instead of City funds and provided investors with a 15-year ROI of 5%.
