I'm a lawyer, photographer, and rule-of-law project director and consultant. I've been a state and federal prosecutor, a criminal defense lawyer, and worked for many years as a contractor for the US Agency for International Development (USAID) in southeastern Europe and Central Asia. My wife Terry and I enjoy traveling and exploring new places. We have three dogs, and are active in dog rescue. I have two grown sons.I've been a photographer since I was 14 years of age. Some of my photographs have been published in books and magazines, as well as in journals of not-for-profit agencies related to the rule-of-law. I especially enjoy photographing aircraft, trains, and ships, as well as people whom I meet along the way.I served in the US Navy for 8 years as a reserve Judge Advocate General's Corps (JAGC) Lieutenant, and have been an active member of the US Coast Guard Auxiliary for more than 18 years.

I developed a plan for the judges of the tribunals to participate in continuing legal education; for less-experienced judges to be mentored by more senior jurists; for periodic reviews of developments in criminal procedure and of substantive changes in the law; and for seminars and workshops dealing with complex cases and the manner in which they are investigated and proven.The plan also provides for the training of a group of judges as judicial instructors and that the role of international personnel be limited to assistance with production and logistics. These provisions are intended to enhance the sustainability of the plan as well as to conserve scarce resources during this time of transition in Afghanistan.
