Hu&C / Start-Up OimSakhalin Energy Jul 2007 - Jul 2009Sakhalin Region, Russian FederationThe Sakhalin II Project involved the development of two offshore fields: Piltun-Astokhskoye (containing mostly oil with some free gas and cap gas) and Lunskoye (containing mostly gas with some condensate) and considered among the largest in the world.Full-field development of the Sakhalin II Project involved: • two new offshore platforms,• onshore pipelines to carry oil and gas to the south of the Island,• an onshore processing facility (OPF),• a liquefied natural gas (LNG) plant and• offloading terminals for crude oil and LNGDuring the HUC phase I was the Piltun B complex OIM responsible for the development and implementation of the HSE Management System, and the management of the over 550 multicultural workforce involved in the offshore activities. The full HUC scope was completed without an LTI or significant injurious incident. I set-up the Operations organisation and management systems to ensure a robust acceptance, handover of facilities and the transfer of Asset ownership from the Project to Operating Company. Upon completion of the HUC phase all habitation systems were accepted, and successfully operated throughout the first Sakhalin winter. I developed the Piltun B offshore facilities start up strategy and organisation, and then managed the team to deliver facilities production manuals, procedures and start up hardware requirements. In December '08 Piltun B delivered 1st Oil production on schedule and exceeded production targets in the first year of operations. -
Operations Readiness ManagerSakhalin Energy Oct 2004 - Jul 2007I was responsible for the generation and execution of the venture set-up and Operations Readiness plans for the SEIC Operations Support Organisation and Piltun B facilities. The Piltun B platform is one of the largest integrated Oil, Gas and Drilling installations in the Shell Group located in a remote arctic environment. This involved getting People, Systems, Processes and Hardware ready for Operations. My responsibilities included development of the HSE Management System, setting the field-life manning strategies, detailing the lifecycle operating costs (OPE$T modelling), resourcing the start-up organisation, developing operational systems, including Maintenance Management System / Operations Management System and processes and setting the operational phase contracting strategy. I led the operations team in design ensuring quality operations input and responsible for operations revisions to the Basis of Design. During the construction phase I was responsible for setting up the operations organisation within the construction yard, ensuring operations input in construction and commissioning activities. During the yard period we also focused on training and competence requirements for the offshore teams. My team developed and designed the operating strategy that enables early start-up of the facilities (PEST), six months ahead of project schedule. Challenges included developing hardware and operations for the harsh remote Sakhalin offshore environment, ensuring compliance with Russian Federation legislation and developing a safety culture across a multicultural organisation and numerous contracting companies. -
Head Of OperationsShell Expro Uk 2001 - 2004Responsible for the Operations, Production and expenditure associated with the 18 offshore installations in the Leman, Sean/Inde, Covette and Brigantine Fields. Safety performance was a key challenge, when commencing in the role with a TRCF above 12 and through commitment and leadership we were able to achieve over 18 months TRC free. In 2001 I was the team leader for the first Gas Supply Group PtL Peer Assist outcomes of which included the introduction of the Production Optimisation Process. I was the management representative chairing the offshore Staff Committee. I led a team that delivered the first ONEgas contract including an integrated plan for the provision of accommodation vessel support across Shell UK and NAM, and was subsequently the contract owner for the $12M contract.
