This role brings a high level of responsibility in the direction and coordination of research, analysis, and international affairs by evaluating specific conditions, trends, and formulating policy on national and international issues. Mr. Garner is the authority for international policy, representing the organization at roundtables that are devoted to exchanging information and making recommendations to strengthen capacity building efforts and security programs across the world. He is responsible for international mission plans and programs for international cybersecurity policy and international affairs. He defines the scope and level engagement, that is applicable to the organization, through relationship based capability and engagement assessments. Mr. Garner has reviewed and provided input to National Policy Papers and drafted guidelines for policy concerning operations, such as, assisting the State Department and National Security Staff Mr. Garner possess the ability to apply multidisciplinary principles to strategic interactions within the international arena, bringing a keen awareness for interpreting incompatible goals and objectives, turning them into coherent policy statements. Mr. Garner has a firm understanding of geopolitics; international law; international relations; United States foreign policy; international power relationships; international protocol, and capabilities of United States concerning strategic cybersecurity alignment and the global response needed to support.
