Appointed by the Director of International Mission Support, Mr. Garner is the Chief Strategic Advisor for organizational development, performance management, and quality assurance and planning. His primary role is to manage the full spectrum of business transformation within the international mission support function of the Office of International Affairs that services approximately 800 employees in over 77 countries. Mr. Garner manages day-to-day assessment and improvement tracking, strategy and policy planning/alignment, and overall decision management of programs and initiatives for the NCCIC leadership. Mr. Garner provides useful, objective, and timely analysis of the organization’s readiness posture leveraging performance data and rigorous policy analysis to ensure the strategic mission, vision, and goals are met..Mr. Garner serves as an authority on policy and program evaluation, that appraise the effectiveness and efficiency of major program operations throughout the organization, such as cost-effectiveness, accomplishment of program goals and objectives, compliance with pertinent legal and regulatory guidelines, alignment with policy, and the interrelationships of competing priorities.Mr. Garner provides evaluation processes and methodologies, information management, data management, and a firm background in policy formulation and analysis, that converts raw information into meaningful products that can provide effective strategic, tactical and operational insights toward improving decision making; and analysis of processes for improvement in cross functional programs for both internal, external, international, and national engagements.Mr. Garner provides enriched gap analysis to develop a mature functional operating posture to sustain maximum operational performance. Under his leadership, policy is created in conjunction with finely tuned performance measures to ensure awareness, performance, and compliance to identify the need for changes based on new relationships and or threats.

As the Lead International Policy Analyst in support of US-CERT, Mr. Garner leads the international coordination team. This role brings a high level of responsibility in the direction and coordination of research, analysis, and international affairs by evaluating specific conditions, trends, and formulating policy on national and international issues. Mr. Garner is the authority for international policy, representing the organization at roundtables that are devoted to exchanging information and making recommendations to strengthen capacity building efforts and security programs across the world. He is responsible for international mission plans and programs for international cybersecurity policy and international affairs. He defines the scope and level engagement, that is applicable to the organization, through relationship based capability and engagement assessments. Mr. Garner has reviewed and provided input to National Policy Papers and drafted guidelines for policy concerning operations, such as, assisting the State Department and National Security Staff Mr. Garner possess the ability to apply multidisciplinary principles to strategic interactions within the international arena, bringing a keen awareness for interpreting incompatible goals and objectives, turning them into coherent policy statements. Mr. Garner has a firm understanding of geopolitics; international law; international relations; United States foreign policy; international power relationships; international protocol, and capabilities of United States concerning strategic cybersecurity alignment and the global response needed to support. Mr. Garner develops long-range plans involving complex interrelationships to define engagement threshold and escalation processes with international partners. His knowledge of project management principles and methods in both international cybersecurity policy and coordination provide maximum benefit to the mission and strategy of the organization.

At the Bipartisan Policy Center (BPC) Mr. Garner upholds the mission of driving principled solutions through rigorous analysis, reasoned negotiation, and respectful dialogue. Here he offered assistance to politically-balanced policy-making with strong, proactive advocacy and outreach.His specific responsibilities included researching various topics relating to national and homeland security issues; writing and editing many types of products – including reports, policy briefs, blog posts; and proactive engagement on other issues, ranging from planning project events to grant fundraising.At the Washington, DC-based think tank, Mr. Garner actively promotes bipartisanship on issues that address the key challenges facing the nation. He develops policy solutions through informed deliberations with former elected and appointed officials, business and labor leaders, and academics and advocates who represent both ends of the political spectrum in the areas of national and homeland security issues confronting the United States.Mr. Garner is uniquely versatile in his approach to policy and politics, involving a variety of techniques to tasks where he quickly tackles the opportunity to directly interact and engage with top leaders in the field. As part of a growing think-tank, he met the challenge of thinking creatively about non-policy issues such as project direction, strategy, and bipartisanship.Mr. Garner has the distinct ability to manage a number of ongoing initiatives, while effectively motivating a team that works with ideologically diverse and interdisciplinary groups of distinguished experts to address today’s rapidly evolving national and international challenges. His expertise resides in initiatives that range in focus from determining appropriate policy responses to very specific and timely national situations to considering more broadly the shape and direction of global politics in the 21st century.
