Summary: I work in a grant program providing $2.7 billion of state funding towards water storage projects. My team works to ensure the State receives ecosystem benefits from the project proponents in exchange for this funding. Details:• I have been project manager for three of the projects. I negotiate with project proponents to influence project design, issue permits, craft a monitoring and adaptive management plan, and develop an ecosystem enhancement contract. I coordinate with internal and external stakeholders. • Focus areas include: environmental permitting and CEQA, habitat restoration, wildlife and fisheries management, mitigation, landowner engagement, land conservation and management, climate change, endangered species, groundwater-surface water management and modeling, instream flow, wetlands management and water delivery, GIS analysis, infrastructure projects, and monetization of ecosystem services.• I also participate in: an employee engagement committee, planning meetings and teambuilding events; a coaching and mentoring program for aspiring leaders; a team reviewing grant applications; the social committee.*Note regarding timeline: I worked in this position from 6/5/2019–2/4/2022 (for 2 years and 8 months). I then accepted a promotion to the California Department of Conservation. Unfortunately, this new position was not a good fit, so I returned to this CDFW position on 1/18/2023 and have been there since.

Summary: For 10 weeks, I acted as a Senior Environmental Scientist (Supervisory) for a temporary, out-of-class assignment at the California Department of Fish and Wildlife, North Central Region (Region 2). I managed eight scientists and engineers, who focused on conserving fish and wildlife resources that are impacted by California’s water infrastructure. Details:• I oversaw staff engaged in the following subjects: environmental permitting and review (Lake and Streambed Alteration Agreements, the California Endangered Species Act, the California Environmental Quality Act (CEQA)); habitat conservation; hydropower projects regulated by the Federal Energy Regulatory Commission (FERC); Cutting the Green Tape (a streamlined permitting program for restoration projects); water rights; water quality; and grants (review, issuance, and management).• I coordinated with other agencies and stakeholders. I engaged in staff development. I led efforts to improve business operations, such as developing a project tracking database.

Summary: Within the Division of Mine Reclamation, I managed the Environmental Services Unit and its four staff. We regulated the mining industry to ensure that California’s 1,100 surface mines would be remediated and restored. We evaluated environmental impacts, monitored mine site development and reclamation, and provided expertise regarding mine reclamation, cost estimates, and environmental compliance.Details:• I supervised efforts to improve business processes by developing in-house databases and working with the management team to develop a budget change proposal for a new division-wide data management system. I organized a five-part seminar series with subject matter experts to educate our team on data management issues.• I led an interdisciplinary team to assist the U.S. Forest Service with remediation and restoration of an abandoned toxic mine site. I supervised monitoring, updates to our recommendations, and engagement with the landowner. (I also worked on this in 2015–2019, see below).• I managed a team to redevelop and redeploy (following COVID) an in-person, statewide mine inspection and monitoring training program for local governments. • I organized in-person trainings and meetings for our Division.Unfortunately, this position was not a good fit, so I returned to my previous position at the California Department of Fish and Wildlife.

I received the Department’s Sustained Superior Accomplishment Award for development and implementation of a statewide mine inspection training program for local governments. • I developed and implemented a five-year experiment to produce a remediation and restoration plan for a toxic mine site. We conducted three rounds of revegetation experiments, monitoring, and analysis. (I also worked on this in 2022–2023).• I led and helped establish the Division’s unmanned aircraft systems program. I designed, implemented, analyzed, and presented field investigations, drone imagery, GIS analysis, and research projects. I analyzed and reviewed potential changes to statutes and regulations.I left this position for promotion to the California Department of Fish and Wildlife.

I prepared technical reports, conducted scientific review/analysis, and utilized GIS.• I worked with an inter-agency and interdisciplinary team to develop an internet database of habitat restoration projects called EcoAtlas, available at: https://ptrack.ecoatlas.org/ • I managed grants; coordinated with sub-grantees, public agencies, NGOs, and other stakeholders.• I organized a full-day public workshop/panel discussion regarding flows and water rights in the Delta.I left this temporary position for a permanent position at the California Department of Conservation.

Bureau of Land Management—Environmental Scientist (GS-7); January 1–March 6, 2014• At the completion of my six-month position with the Great Basin Institute (see below), my supervisor at the Bureau of Land Management hired me on for a temporary position. • I coordinated an interdisciplinary team and prepared National Environmental Policy Act (NEPA) documents for a project to restore illegal trails in conservation lands.• I supervised a technician to survey aquatic resources.Great Basin Institute—Research Supervisor; July 1–December 31, 2013• I worked for the Great Basin Institute (an NGO) in coordination with the Bureau of Land Management. • I managed a research project evaluating post-fire landscape restoration; we evaluated vegetation, geography, and soil. • I supervised eight technicians (spread across three teams) for fieldwork and data management/analysis. • I coordinated interagency communications, managed a database of monitoring data, performed GIS analysis, analyzed data, and prepared technical reports.I left these temporary positions for a position with the Sacramento-San Joaquin Delta Conservancy.
