Under the supervision of the Logistics Coordinator the Logistics Manager is responsible for ensuring sound Logistics practices are developed and maintained across all GOAL offices in Turkey. The Logistics Manager is expected to work in close collaboration with colleagues both in logistics and other departments to efficiently service the needs of GOALs programme and support teams. While the Logistics Manager will be based in Antakya extensive travel to other GOAL offices is required.

The Supply Manager’s primary responsibility is to establish and maintain an effective communication channel between Antakya and Syria to facilitate the smooth delivery of commodities (both procured and donated) into Syria. While the position is based in Antakya the successful candidate will spend part of his/her time in Syria providing direct mentoring and coaching to the Warehouse teams there.

Managing the field Logistics team including procurement for the field site and Mosul response.Working with the supervisor to ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurements are managed, tracked and recorded. Identify, and suggest items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered too. Proactively managing the tracking of all medical supplies, equipment, materiel and food in transit, through its receipt, storage, and onward distribution to include providing input on the location and negotiation of contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements. Managing the capture of pipeline information, and the supply chain ensuring that Program staff are well-informed and well-prepared for incoming goods and materiel. Ensure timely reporting on stock status, to help Program staff with planning of stock replenishment and that tracking through to the end-user has occurred. And/or advise and support Program staff to verify that distribution has occurred according to the intentions and plans of your supervisor, donors, IMC, and project partners. Assisting with the management of all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported, and ensure that vehicles internal equipment (tools, comms etc) are complete and serviceable; and that usage of fuel is correctly managed, and logged and recorded. Liaise with security personnel on security-related transport issues, such as booking in/out, satcomms, radios etc.

 Review medical supply stock and update reports regularly and make sure WH databases are up-to-date at all times  Meet with the medical team regularly to update project progress and challenges/solutions  Schedule regular site visits for monitoring and supervision to ensure quality of commodities and accurate tracking of information and documentation  Work with team to prepare procurement plans based on available funds and financial pipelines, current inventory, needs assessments and updated consumption data for timely delivery of required commodities  Compile and assess medical commodities data and submit timely reports including cyclical and regular inventory of all warehouses and monthly medical stock analysis as well as scheduled IMAT exercises  Work with medical team and relevant departments to develop and implement tracking systems both for distributed medical supplies and monthly consumption reports  Work with procurement and logistics to ensure smooth implementation of project activities  Work in coordination with the WH teams in all sites to facilitate project implementation  Work with team and supported health facilities to revise Master Lists for all pharmaceuticals, consumables and equipment including kit contents as required  Build capacity of subordinates

 Responsible in managing one of the largest warehouse systems in the organization with a capacity of over 7800 SQM of storage space Received medical supplies as delivered by suppliers, stocked and documented assets Tracked and analyzed both medical and non-medical warehouse stock using several tools including IMAT Conducted periodic and annual physical inventory and regularly updated the general warehouse ledger Working with the medical commodities manager, supervised, coached and trained over 15 warehouse staff for a successful medical supply chain management Prepared procurement requisitions and arranged contracts for warehouses repairs and maintenance as well as utility upgrades Prepared warehouse employee timesheets, payrolls and managed guard shifts Participated in internal auditing of other regional warehouses in Kilis and Urfa program sites Used quality assurance and tracking tools as well as record keeping, reporting and monitoring tools to manage the medical consumables section of the warehouse Supported team members to build their capacity for better overall program through supportive supervision and constant communications Coordinated with medical, logistics and security departments to ensure smooth implementation of regular cross border shipments of medical consumables to Syria
