Under the general direction of the Assistant Comptroller for Operations and the Chief of Staff within The Illinois Office of the Comptroller, initiates and controls the procurement process for equipment and services for the Division and Office; develops and coordinates various Department projects.Directs purchasing and procurement of commodities, equipment and services for the office; develops and evaluates purchase orders, requisitions, contracts, and release orders; ensures compliance with State purchasing rules and regulations; develops long-range plans for office purchases and monitors the progress toward those purchases; interprets The Illinois Procurement Code; reviews all purchasing rules and related laws; develops administrative policies and procedures related to Office of the Comptroller purchasing.

Plans, directs, implements and administers the Illinois Department of the Lottery's procurement functions.Works with the State Ethics Commission's appointed State Procurement Officer (SPO) to ensure that the Department has implemented policies and procedures that carry out the legislative and programmatic initiatives.Possesses an independent authority to commit and bind the Department in contractual negotiations and operational agreements.Negotiates contractual arrangements for Lottery procurements and supports contractual negotiations for CMS-led procurements for the Lottery.Organizes and maintains all Department contracts.

Compliance & Monitoring Coordinator, for assigned areas of the Business Enterprise Program, to ensure that agencies actively consider BEP certified business when issuing bids/proposals or when entering into contracts, and that prime contractors subcontract to BEP certified businesses. Audits progress of prime contractors in meeting contract requirements toward BEP goals; develops and prepares reports on the attainment of participation goals. Conducts prime contractor site visits to investigate and monitor subcontracting utilization requirements. Identifies and sets participation goals for Prime Contractor's for assigned areas; attends pre-bid conferences statewide; interprets and explains bid/proposal processes and utilizations plan policies and procedures. Reviews requests for proposals for compliance with BEP rules and regulations. Meets with participating state agencies and universities to assist them in the development and submittal of Compliance Plans that meet statute requirements of contracting with BEP firms. Develops progress reports for management regarding spending and goal attainment for assigned agencies. Travels to attend conferences statewide.

Monitors compliance with rules and regulations as cited by CMS of the Minority, Female and Veteran Business Enterprises (MBE/FBE/VBE) participation program to include periodic job site inspections.Establishes and maintains communications between contractors, minority, female and veteran organizations and CDB staff.Participates in pre-bid and pre-construction monthly meetings to inform contractors of MBE/FBE/VBE compliance goals.Prepares written reports, evaluations, and memorandums related to the status of MBE/FBE/VBE compliance.Reviews MBE/FBE/VBE subcontractor/supplier certification, reviews, amends, and approves contractor workforce goals.

Responsibilities include: filing, typing, record processing, secretarial and general office support functions.Exercise some choice in procedures and independent action in the disposition of routine matters or in personal contact with others to give nontechnical information.Work is controlled by established methods and procedures but requires some independent judgment in preliminary assembly, formatting and editorial efforts.
