* Executed a $1.5M pilot project to develop non-financial blockchain technologies to help Caribbean musicians monetize their intellectual assets, in partnership with the Berklee College of Music and MIT Media Lab (Open Music Initiative). Successfully executed a portfolio of several loan operations that included a $29M operation in Guatemala for the design of startup incubation, and acceleration programs, together with the development of infrastructure development of public goods and better investment climate.* Developed the IDB’s IP and competition policy strategy for high tech sectors (i.e., digital platforms, and blockchain) applied in loan operations in the Caribbean, Central America, Chile, Peru, and Colombia.Team leader in charge of a $5M portfolio of technical assistance programs executed by Compete Caribbean involving projects on governance and economic development, trade, foreign investment promotion, and private sector development, in Belize, Jamaica, Barbados, and Trinidad Tobago.* Designed and supervised a $300,000 program for the regulation of digital business models supported on digital collaborative platforms in Chile.* Conducted research on the high costs of the use of the intellectual property system in six Latin American countries; the institutional setbacks of competition policy in this region, and developing a strategy to facilitate credit to SMEs using intellectual property as collateral. * Designed and successfully executed a pioneering $1.2M technical assistance program in the Caribbean (REACH) that created a regional facility for IP management and startup incubation creative industries.* Supported the execution of the Creative Industries agenda* Produced technical reports on the state of IP, competition policy and competitiveness in Latin America.

Developed a network of affiliate international development consulting offices in Miami, Lima, Caracas, Quito, and San Jose. Designed a strategy for the execution of projects to ease credit access to SMEs (Inter-American Development Bank, 2010). Successfully executed institutional building programs for competition policy authorities in Armenia (USAID-IRIS-Bearing Point); Honduras (World Bank); El Salvador (World Bank and IADB); Kazakhstan (USAID-Deloitte); Lebanon (European Commission-ICON Institut); Dominican Republic (USAID-Chemonics), Nicaragua (FIAS, UNCTAD) and Malawi (Maxwell Stamp Plc). Provided economic and regulatory advice to Techint Group (Argentina) in the energy sector (Gas and Electricity) in Venezuela. Provided legal and economics advice on regulatory issues and competition policy to Cemex Latin America; Procter & Gamble Latin America; the Lafarge Group; Unilever Centroamerica, and the Cisneros Group (Venezuela). Provided legal and economic counsel to CANTV (Venezuela’s leading telecom operator) on telecom regulation. Designed several business plans for international development projects, including a pioneering $40 MM Fund for the Promotion of Small and Medium Size Enterprises in Mongolia (GTZ). Prescribed recommendations for improving utilities and financial regulation in Kazakhstan (USAID-Bearing Point). Drafted consumer protection legislation in Uruguay and Paraguay under the Inter-American Development Bank FOMIN program. Assessed the governments of Ecuador, Bolivia (European Commission) and the Philippines (ABD-Maxwell Stamp) on Investment Climate and Competitiveness Promotion.Provided leading economic and legal advice to the AES Group in her successful $1371MM bid takeover of CANTV (Venezuela). Prepared and negotiated joint venture contracts on behalf of corporate clients for development of infrastructure projects executed in Latin America. Provided legal advice on investment and trade regulations in several Latin American countries.
