I have joined the Board of Directors of the Chile California Council (CCC). I have been involved in this initiative since it started in 2008, organizing events and projects, and even being a member of a Presidential delegation to California. Now the CCC has a new structure and all of us are very excited to bring this organization to the next level.

The role of the Leadership Council is to provide advice, guidance and strategic direction for LARC and to connect it to resources that will help it live up to its mission and achieve its goals. To that end, the LC identifies and facilitates opportunities to advance LARC and to develop a cohesive leadership cohort that works together to advance regional climate change and sustainability goals.

In my role as a Senior Advisor on Climate, I provided policy analysis for Southern California Edison’s (SCE) Regulatory Affairs and as such, I interacted with regulatory agencies at both state and federal levels, while providing strategic insights for the company’s international engagement. I was the company’s primary contact with the California Air Resources Board (CARB) primarily on policies and regulations associated with California’s Cap-and-Trade and SCE’s corporate climate disclosure compliance. Additionally, I worked with Edison International’s Washington DC office on their federal climate policy, where I worked on the company’s policy addressing federal climate legislation and regulation, mostly associated with the US EPA Clean Air Act Section 111 (b) and (d) that regulate carbon emission standards for new and existing power plants.

Research and development of subsidies, grants, rebates and other no/low-cost sources of funds to implement efficiency measures for electricity, natural gas and water, as well as renewable energy projects for regional school districts.

Economist and energy and climate policy expert with international experience in markets and regulatory issues (including UNFCCC negotiations). Particular depth in the fields of energy efficiency, carbon footprint, development of carbon markets, climate finance, clean development mechanism (CDM), voluntary carbon markets and NAMA analysis. Currently conducting research projects on climate policy and energy efficiency projects for NRDC and DNV-GL.

Provided technical leadership on a variety of initiatives related to quantification and mitigation of greenhouse gas (GHG) emissions in the energy sector. My specific responsibilities included the following:- Carbon market development: Served as lead technical developer for Chile as part of the World Bank (WB) Partnership for Market Readiness (PMR) initiative, which secured more than US$ 3 million for design and implementation of a domestic GHG ETS, including the incorporation of EE and renewable energy data analysis and the establishment of MRV systems.- International carbon research and negotiations: Negotiated directly in international forums such as UNFCCC, OECD, IEA, the Asia Pacific Carbon Markets Roundtable and the WB’s Globally-Networked Carbon Markets Working Group. Conducted in-depth research on carbon markets around the world.- UN Kyoto Protocol. Served as a member of the designated national authority (DNA) for the clean development mechanism (CDM) of the Kyoto Protocol in Chile, reviewing the data and validating applications from project developers seeking to generate carbon offsets through GHG mitigation projects.- Preparation of official policy documents: Coordinated, prepared, reviewed and presented documents and studies on energy, environment and climate policy for OECD, IEA and the WB. Wrote the energy chapter of the 2nd National Communication to the UNFCCC and provided technical assistance for the calculation of the country’s pledge at the COP in Copenhagen. - Carbon footprint program: Directed a government initiative that resulted in the creation of a standardized GHG emissions inventory calculation tool and provided technical support to Chilean exporters and small and medium-sized enterprises. Oversaw process to create official GHG emission factors for fuels and Chile’s electricity grids. Coordinated dissemination of information through a website aimed at the country's export sector.

Adjunct instructor in courses on energy policy at several universities, including Universidad de Chile, Universidad Católica de Chile, Universidad Católica de Valparaíso, Universidad Mayor and UTF Santa María.

In addition to my regular duties, I carried out special tasks assigned directly by the Minister of Energy, including development of renewable energy projects and engaging in ongoing dialogue with the private sector.- Policy analysis: Advised the Minister of Energy on the development of national EE policies, including Chile's National EE Action Plan for 2010-2020. I also wrote the EE chapter of the IEA's "Chile Energy Policy Review 2009” and served as technical counterpart for development of legislation, including a decoupling law for electricity distribution utilities and a MEPS law. As part of APEC’s EWG Peer Reviews on EE, I served on the panel of researchers for the New Zealand EE policy review.- International negotiations: Drafted and negotiated bilateral MoUs on energy issues with counterparts from the energy ministries of Germany, Spain and the United States. Developed cooperation and technical assistance agreements with agencies from Spain, Mexico, New Zealand, Japan, USA and the UK, as well as multilateral organizations such as the IEA, IDB, the World Bank and OLADE. Advised the Minister on development of EE and renewable energy projects for the Chile-California Plan. Led the country team in negotiations for the Tech4CDM agreement between Chile and the European Union.- Technical advising: Provided technical leadership on development of an EE procurement manual and implemented the first-ever EE audits of public buildings in Chile; supervised the development of an EE manual for street lighting; contributed to a revenue-decoupling bill for the electricity sector; drafted a presidential decree mandating the phasing out of incandescent light bulbs in the public sector; and created a strategy to incorporate EE standards into the functioning of the Armed Forces as well as several municipalities and ministries. Served as a member of the Minister’s committee to address the 2008 energy crisis in Chile.

Researched and wrote proposal for project on “Development of a solar thermal market in the APEC economies (EWG 04/2007T)” which was awarded APEC funding in 2007.

Lectured and led class sections on topics ranging from energy policy to environmental impact assessment (CEQA and NEPA) .
