Mr. Isaac Kim is an expert in Smart Cities and Digital Government/Transformation and is working as an international development consultant based in Seoul, Korea. His experiences include working for the United Nations Development Programme (UNDP) as an ICT specialist for development for 5 years based in West Africa and Europe, as well as working as a consultant for the International Telecommunications Union and the World Bank Group in the fields of Smart Cities and Digital Government. He is currently a part of the core team of experts supporting the World Bank Group's Global Smart City Partnership Program. Mr. Kim is also actively supporting the Korean government with international cooperation activities and projects.Mr. Kim previously served as a consultant for various World Bank "Smart City" projects such as: “Designing Comprehensive E-Governance Systems for Dhaka City Corporations, Bangladesh”, “Content Development & Documentation for the India-Korea Smart Cities Knowledge Platform”, and “Sri Lanka: Development of the Spatial Data Platform for Resilient and Livable Megapolis + Metro Colombo Smart City Action Plan and Roadmap”.Mr. Isaac Kim is also one of the original developers of the National Informatization Assessment Tool (NIAT), co-developed with the National Information Society Agency (NIA) of Korea. The tool is currently used for rapid assessment of the informatization status of a country and has also been modified for assessment of the informatization status of individual cities.
