About Illana Lancaster, M.Ed., Ph.D.
As a social change organizational learning and capacity development leader, I believe in the power of deep and participatory learning processes to change and transform systems and structures for the better. Participatory learning and research approaches not only foster inclusiveness but also go beyond simple knowledge transfer to shift mindsets, which is critical to affecting social change. I started my career teaching learners in a peri-rural secondary school in Botswana and teaching 9th and 10th graders in a low-income, U.S. urban public school. I invested deeply in motivating and helping my students succeed by creating learning materials, processes and resources that built on learners’ prior knowledge. I’ve continued to do this same type of work throughout my career on a much broader scale by designing and leading training and participatory research and learning processes to advance social change in government, civil society, higher education, and public school systems in the U.S. and globally. In my current role as senior program officer for the U.S. Institute of Peace, I lead global conflict management trainings for frontline peacebuilders and training institutions in Africa, Asia, and Middle East.Some of my favorite projects over my career include: * Piloting a successful participatory research process that involved working with Kenyan youth peacebuilders to design research on security challenges in their communities. This effort grew their research skills and led to requests for their involvement in sub-national security policy. * Designing and directing a program to train university faculty on negotiation, mediation, and dialogue to strengthen conflict transformation educational programs in West Bank, Ethiopia, Nigeria, and China.* Partnering with US school district to develop K-12 and ESL teacher preparation program to diversify ESOL teacher pool and meet needs of majority African-American school district with large presence of immigrant and first generation African, Asian, and Latino students.Recently, I’ve enjoyed co-developing a learning framework for the International Association of Peacekeeping Training Centres, as well as helping to found my organization’s anti-racism coalition and serving on the institute’s DEI Research Advisory Board. I look forward to continuing my work in transformational learning to support organizations in effecting social change for the better.

* Lead Conflict Management Training for Peacekeepers program, a $5 million 5-year partnership with State Department’s Global Peace Operations Initiative to strengthen the capacity of peacekeepers to use non-violent approaches to manage conflict. Manage a global team of 60 trainers, a program staff of 5, and partnerships with 20 international military training institutions. Oversee day-to-day operations and strategic planning efforts. * Co-established Border Security Training for Police program, a new training program in partnership with the Kenya Administrative Police and the State Department’s Bureau of Counterterrorism. Led the program from inception through first 24 months of programming. Led collaborative research and program assessment effort with partner police researchers to understand how police are institutionalizing Understanding and Engaging Communities for Effective Policing (UECEP) as a tool for improving community engagement. * Co-created and co-established new line of programming, Participatory Action Research for Peacebuilding, that aims to strengthen the capacity of youth-led peacebuilding organizations to use participatory action research (PAR) to affect community change. Leveraged organizational innovation funding to develop and test out a proof of concept. Secured further external funding to further develop PAR work with youth-led peacebuilders in Latin America. * Established capacity development of educational institutions line of effort, which seeks to strengthen partner organizations’ capacities to design training and educational experiences and facilitators. Co-developed partnerships and learning engagements with institutions in China, Ethiopia, Uzbekistan, and the West Bank.* Contribute to Institute’s burgeoning justice, equity, diversity, and inclusion efforts by co-founding the Anti-Racist Coalition and serving as a member of the Culture Committee and the DEI Research Advisory Board.
