I have had the great opportunity to improve the quality of life for coffee farmers in Guatemala, Honduras, Nicaragua, Panama, Colombia, and Mexico. National ConsultantFao Jul 2005 - Aug 2010MexicoPreparation and implementation of analytical appraisals of current and prospective rural development programs in Mexico.Main duties:1) Providing technical assistance and training, as required, to FAO implementing partners and external operational units engaged in the implementation and evaluation of the Mexican strategy for rural development; 2) Undertaking fieldwork for program evaluation requirements; 3) Preparing briefs and comprehensive reports for local and international distribution. All my duties were developed using impact evaluation techniques, as well as process evaluation techniques. Key activities of this position involved fieldwork throughout the Mexican Republic, specifically in rural areas.During a second spell at FAO, I participated in three projects. In the first one, I had the main responsibility of coordinating the design and operation of an online system that provides cross-referenced information about policy design of Mexican federal government programs that allocate resources for rural development. The purpose of the system was to inform policy makers about duplications, oppositions, and potential complementariness of those programs. In the second project, my primary responsibility was to coordinate a comparative study of the policy process of agricultural policies in five countries, where I developed the Mexican case. Finally, I also participated as an advisor on the methodological design of a national diagnosis of the Mexican rural sector and in the analysis of rural development programs of the federal government. I also performed fieldwork activities. -

The first was an analysis of civil service in municipios (local governments) where the main research questions were: To what extent was the civil service in certain local government developed? It was a qualitative research project. In the second project, it was a formative evaluation of the implementation process of a national rural development policy in the municipalities. In both projects, I was in charge of the methodological designs, research methods, as well as the application of research instruments in the field. -
