Ensure timely award of WASAC Projects funded by the African Development Bank ( AfDB) from procurement of Water Supply Systems, Rehabilitation of existing water infrastructure, Sanitation projects such as wastewater treatment plants, Faecal sludge and landfills, centralized sewage treatment plants; capacity building and institutional restructuring in WASAC and it's partners, etc.

a)A Functional Assessment of the procurement process and practices in the company highlighting the key bottlenecks and identify the Gap between the current practices with Best Practice for a Commercial oriented Company; b)A Gap Analysis and Action Plan for bridging the identified gaps to enhance procurement efficiency, maximise compliance and minimise external and internal risks; c)Propose amendments to the existing Procurement Manual and Procedures aimed at maximising the strategic contribution of the function to the company business objectives in line with applicable laws, regulations and Best Practice; d)Propose an effective Quality Assurance Process in the procurement function to ensure best Value-for-Money outcomes for the Company; e)Propose a comprehensive schedule of KPIs for the procurement function in company that aligns and supports the Business Objectives of the Company;f)Examine the Structure of the Procurement Unit/organs and review the Job Profiles therein and propose changes required for effective functional performance; g)Review the qualifications and other competences of the Staff in the Procurement Unit and advice on the suitability of their deployment. Develop the capacity building plans for effective performance and recommend changes;g)Review previous procurements that have failed/gone into litigation and produce a clear Risk Management Strategy in procurement for the company;h)Conduct Assurance Reviews to Managing Director on Critical Procurements while in process including Draft Bid Documents and Contracts prior to signature;i)Monitor the implementation of the Capacity Building plan and advice proposed above;j)Support the Company in implementing all Audit recommendations relevant to Procurement and a system to ensure compliance;k)Support the Procurement Unit in its interaction with the Integrated Business Management System (IBMS) ERP to maximise the benefits of the new system for the company.

As a Project Manager, I oversee all our construction projects from planning stage, through to execution by elaborating executable work schedules, construction method statements, resources planning - project team allocation, material and equipment scheduling, site mobilization and monitoring the progress execution of the projects. All this is to achieve our projects within time, cost and go beyond the expectations of our clients in as far as quality is concerned. Working with novel building materials manufactured in our factory in Rwanda, care is taken to adhere to the quality standards required.

The Supply Chain Department is comprised of three units: Procurement unit, Tools & Equipment unit and Transport & Logistics unit. Being the core department in the company, I have to source strategically and ensure an efficient and effective fleet management.

As a Senior Projects Manager heading the Project Management Department, I oversee all our construction projects from the bidding stage, plan for the post-bid award stage by executing work schedules, construction method statements, resources planning - project team allocation, material and equipment scheduling, site mobilization and monitoring the progress execution of the projects. All this is to achieve our projects within time, cost and go beyond the expectations of our clients in as far as quality is concerned. As an ISO 9001 certified company quality assurance from systems to processes is a mandate of my Department. Daily, Weekly and Bi-monthly reports that I prepare help the company in particular and CVL Group in general to strategically steer the company forward.

Oversee and give strategic direction to the procurement function across 13 subsidiary companies

In-charge of planning, evaluating and selecting construction and rehabilitation tenders regarding the construction and rehabilitation of hospitals, health centers, and health posts. Furthermore, I follow up contract administration through works supervision and approval of progress technical reports. On top of this, I conduct procurement of consultancy services and procurement of medical equipment.
