Chief Of Party & Assistant Country Director, PciProject Concern International Jun 2016 - Aug 2020San Diego, Ca, UsLeading Jeevika Technical Support Program (JTSP), a large multi-faceted and multi-sectoral initiative of Project Concern International (PCI) with the support of Bill & Melinda Gates Foundation (BMGF) for layering health and nutrition in JEEViKA (the State Rural Livelihoods Mission - SRLM in Bihar) with an overall goal of bringing lasting impact in reducing maternal, neonatal and infant mortality, fertility rates and malnutrition.As CoP, I'm leading the Technical Support Program by providing strategic, technical and operational leadership; designing strategies; building vision and maintaining motivation and engagement of the team; developing and managing relationship with the Govt. and the donor; managing different verticals of the program (technical, system strengthening, innovation, MLE, and support functions) consisting of more than 250 staff; led and managed changes in terms of restructuring and realignment necessary in a complex multi-stakeholder environment; built team values and organizational culture needed for achieving results.Key achievements in this position include organizational change management; building effective relationship with Govt and World Bank; developing measurement-driven strategic programming in JTSP; developing a very effective models for Health and Nutrition (HN) program in JEEViKA – which is showing large significant change in key HN outcomes including really sticky indicators like dietary diversity; and, working out successful strategies for scale-up and dissemination. The HN program in JEEViKA is being considered as the one of the most effective scale model for HN in Rural Livelihoods Mission, and, in the beginning of 2018 different states (including Orissa and UP) visited Bihar to see the model, and, the National Rural Livelihoods Mission and also different SRLMs are showing interest to replicate this in other states of India. UP SRLM is also taking technical support from PCI for designing and rolling out HN in UP. -
Director - Monitoring Learning And EvaluationCare India - Gates Foundation (Bmgf) Project Aug 2011 - Jun 2016New Delhi, InEstablished and led Concurrent Monitoring and Learning (CML) Unit of Bihar Technical Support Program (BTSP) BTSP consists of a few large multi-sectoral projects for improving health and nutrition status of Bihar by supporting Govt. through Department of Health and ICDS. As a senior member of the leadership team, the role involves conceptualization and contributing in ideation of many different facets of these interventions. As Director MLE, the role involves designing, establishing and managing Monitoring, Evaluation & Learning of the project including technical research and assessments of various high-impact solutions and innovations using different rigorous testing methodologies including RCTs.The major achievement in this role is conceptualizing and establishing an ambitious measurement effort by an overall investment commitment of around $20 million supported by Bill & Melinda Gates Foundation (BMGF) – which is one of the biggest such effort globally – by establishing and leading a team of more than 400 people aimed at continuous measurement of outcome and outputs to assess implementation effectiveness and adequacy of strategy through data driven decision making and thus provide overall strategic guidance to the program. Other achievements include: managing very high level of motivation in the 400 member team by creating a mechanism of continuous mentoring, ensuring vision-level connect, and, drawing clear path for career progression; established many innovative measurement techniques including LQAS-based real-time data driven management system; managing image and positioning of CML, and overall BTSP, by successfully handling external relationships; played key strategic role in overall management of BTSP resulting into many global recognition and huge expansion of BTSP; overall investment and scope of internal MLE led by CARE increased by many folds from 2011 to 2015, and, CARE is positioned and recognized for its strong measurement capabilities. -
