As Advisor at the Human Rights and Good Governance Programmes Uganda (HUGGO) I was responsible for advising and building up the capacity of partners in governmental organisations and for assessing, monitoring and building up the capacity of Civil Society Organisations. I managed Basket Funds, which were funded jointly with other donors (Norway, Sweden, Holland, Austria, Switzerland, DFID, Denmark etc.) and coordinated with the respective Embassies and donors including regularly reporting.Important achievements: • A thorough capacity building of the Ugandan Human Rights Commission (UHRC). UHRC developed into the position of being the example of good financial management. It was a three part cooperation where UHRC and Danida contracted KPMG. On behalf of the donor group I was overseeing the work. Experiences are written as a successful case story• Civil Society organizations improved their financial management • Developed pre-grant assessment guidelines, monitoring guidelines and basic financial and admin guidelines for partners• Other donors decided to transfer their funding to be managed by HUGGO via Basket Funds. I became responsible for 11 Basket Funds further to the two Danida funded programmes• Developed the finance, procurement and admin work at HUGGO • Up-grade of the finance system, of guidelines and job descriptions with increased competence to the national staff. The process was simultaneously a comprehensive learning process for the local staff of the programme. They developed their capacity significantly during the process
