The Tertiary Education Facilities Management Association (TEFMA) is a professional association providing education and information services and networking to its members, who work in the management of higher education physical infrastructure and assets in Australia, New Zealand and the wider Pacific region.I was elected to the Board in 2016 and served on the Membership Services Committee (2016, 2017) and the Information Services Committee (2018, 2019-2020 (Chair)). During my tenure, I was involved in the development and publication of the Association’s new Strategic Plan, the reinvigoration of the education, member recognition and networking programmes, publication of new standards for space and asset management, and ongoing improvement of the annual sector-wide benchmarking survey.

The Campus Planning & Development team was formed to lead the development and continuous improvement of campus space, asset and master plans and design standards; manage design and delivery of major refurbishments and new facilities; develop business cases and high quality design packages to support funding submissions for capital projects; and work with external consultants and partners to deliver new facilities to support USC’s strategic development aspirations.The impact of Covid-19 on USC, and the tertiary education sector more broadly, lead to a significant drop in projected income and resulted in the the redundancy of the team in late 2020 before its full potential was realised.

Under the University’s Incident Management Framework, I lead USC’s response to critical incidents. This involved monitoring potential incidents, convening the Incident Response Team, managing communications, liaising with senior staff and external agencies as required, and overseeing recovery and business continuity activities to ensure the safety of staff and students with minimal impact on the University’s core business.

The Yeoman Bedell is a ceremonial role, responsible for carrying the ceremonial mace in graduation processions, and leading the Vice Chancellor and Chancellor into the ceremonies. I was honoured to be the first woman to fulfil this role at USC in its 25 year history.

Asset Management Services was formed in 2015 as the result of strategic restructuring within the COO portfolio. The group was named to reflect a strategic approach to facilties and asset management, aligned with best practice in the sector, all levels of government, and externally-driven standards including ISO 41001 and 55000.Reporting to the Chief Operating Officer, the group’s remit included all aspects of campus planning and operations, including masterplanning, Strategic Asset Management Plan (SAMP) development, co-ordination of design and documentation of new projects, client services including fleet management and parking, security and emergency management, sustainability and carbon management, maintenance of campus buildings and grounds, and related information management systems including space and asset registers and client request systems.Leading a dynamic team of around 40 people across multiple locations, I had particular responsibility for departmental planning, reporting and compliance; risk management; workforce planning, recruitment and performance; budget management of a $15m annual operational budget; business improvement and change management; procurement and direction of multi-disciplinary teams of consultants and contractors; project management of capital and operational initiatives; and University-wide critical incident and emergency management.

The Planning section of Facilities Management was tasked with strategic planning of new facilities, and refurbishment of existing, to ensure the implementation of sustainable, effective and efficient space use across all campuses.The section had responsibility for implementation of the Campus Master Plan and Strategic Asset Management Plan (SAMP), space management, timetabling and room bookings, statutory reporting, procurement and management of specialist consultants, and co-ordination of design and documentation of new projects.My achievements in this role included development of the business case and strategy for a new integrated space and asset management system to enable data-driven decision making and expenditure. I secured funding and University Executive support for the project, leading the rollout of the system which is now widely used by all areas of the University.

Working in consultation with a University-wide multi-disciplinary team of solutions architects, developers, project managers, technology specialists and external vendors, I was responsible for the selection, implementation and management of a new integrated space and asset management system, and development of associated workforce plans, policy, business processes and protocols, for the University to ensure a coordinated, properly resourced approach to asset classification and asset information management.My role also involved planning of new University buildings and infrastructure to support campus masterplans, and development of funding bids for new CSU initiatives.

My main focus was the project management of 5 new buildings for the School of Dentistry and Health Sciences which achieved Federal funding of approx. $65m in the May 2007 budget. Working with relative autonomy, I was involved in all stages of the project, from initial feasibility studies and development of the original concept designs and budgets for the funding application, through procurement and management of the design and construction teams, progress reporting to internal stakeholders, the Federal government and accreditation agencies, to final commissioning and handover.I also oversaw construction on phase 4 of CSU’s campus in Burlington, Ontario, and worked on an initiative to fund and build new student accommodation across the campus network to address growing demand and enable the eventual disposal of redundant assets.

I was also responsible for developing the University’s capital works and maintenance schedule in response to the implementation of the Disability Discrimination Act and the resulting physical access issues raised by audits.
