An on-going nursing shortage in the United States that started in the late 90s paved way for the creation of International Personnel Resources, Ltd. Co. with a POEA License POEA-161-LB-092820-R which in turn partnered with Presbyterian Homes and Services in Minnesota in hopes of addressing their perennial problem of nursing shortages and the increasing cost of hiring nurses from the nursing pools.
