Oversee development of multi-modal Complete Streets Guidelines, Pedestrian Master Plan, Bicycle Master Plan, Transportation Impact Measurement changes, Urban Circulator alternatives, completion of the Latham Square pedestrian plaza project and Telegraph Avenue road diet/cycletrack. Provide streamlined transportation site plan and CEQA review of major public and private development projects and specific plans. Coordinate with maintenance staff, traffic, civil and resident engineers. Supervise 7 staff in 4 programs.

City Of Oakland Community And Economic Development Agency

Implement the Transportation Element of the General Plan. Developed 6 Priority Development Areas (PDAs) across the City to lay the groundwork for future funding. Planned transit-oriented development on the Coliseum and MacArthur BART stations and established incentives to encourage the use and support for alternative modes of transportation. In partnership with the AC Transit, developed the CEQA/NEPA document and transportation plan for the 9-mile Bus Rapid Transit project on International Boulevard. Supervised bike and pedestrian planning and implementation. Handled all major development project review regarding transportation scoping, review, and mitigations, including CEQA review.

Parsons Transportation, San Francisco Bay Area

Coordinated transportation projects including the Dumbarton Rail Corridor project, Caltrain's Diridon historic station upgrade project, and Mountain View's Mayfield tunnel feasibility study. Contributed to environmental review and analysis of multiple Caltrans highway and road projects. Wrote Community Impact Studies, including an analysis of the economic impact of a landslide road closure on towns between between Mariposa and Yosemite, and an environmental justice analysis of the impacts of a highway widening in Stockton, CA.

Develop a start-up planning program that capitalized on the engineering business in the existing company. Clients included: Stanislaus County (strategic planning for a 1500 acre redevelopment site), Pacific Premier Vineyards, and the Modesto Community College District. Hire, manage, and supervise employees, write proposals and all new marketing collateral, do business development, manage and prepare project deliverables, and perform quality assurance.

Berkeley, Ca

Served the Redevelopment Agency and a 9 member Project Area Committee in setting policy, priorities, and actions within a $5 million capital projects budget. Managed staff and consultants in the completion of complex, multi-agency planning and capital projects, including a new Amtrak Rail Stop Platform and Transit Plaza. Directed projects from design to construction, negotiating with multiple agencies to resolve thorny issues. Managed operations, $1.5 million yearly tax increment, remediation projects, environmental documentation, bond refinancing, grant applications, project funding, and public and private agreements. Supervised two staff members.

Oakland, Ca

As the Strategic Planning Project Manager for the Award-winning Oakland Land Use and Transportation Element of the General Plan, supervised six planners in support of a Council-appointed 35-member citizen advisory committee, established goals and objectives, hired and managed four consultant teams, and oversaw revenues and expenditures in a $1.5 million dollar budget. Helped build consensus among diverse community and business groups and gained interagency and political support for unanimous adoption within four years. Project Manager for many multi-jurisdictional transit and transportation plans and projects in Oakland. Collaborated with CalTrans, the Congestion Management Agency, AC Transit, BART, the Port of Oakland, and nearby local jurisdictions to expedite multi-modal (bicycle, pedestrian, and auto) street and highway transportation improvements and parking facilities. Worked with BART to establish transit-supportive design and development near several Oakland stations.
