Currently leading the development of an interagency Monitoring, Evaluation, and Learning (MEL) plan for The President’s Emergency Plan for Adaptation and Resilience (PREPARE). This MEL plan will enable assessment of whole-of-government progress towards the initiative's goal of helping 500 million people adapt to and manage the impacts of climate change by 2030. Work involves harmonization of MEL reporting standards across 19 different US government agencies with dramatically different MEL practices and capacities. Partners include USAID, MCC, NOAA, NASA, and the US departments of State, Treasury, Agriculture, Defense, Energy, and several others. This work requires extensive interagency communication, coordination, and capacity building to ensure that reporting requirements and standards are both ambitious and realistic.

Conducted evaluation of Arab Spring grantmaking for 93 development projects in Tunisia, Egypt, Yemen, Libya and Syria by the US Department of State’s Middle East Partnership Initiative (MEPI). Project includes a desk review of rapid grantmaking strategies, field reporting practices, and lessons learned in the administration and implementation of grants totaling $20 million. This evaluation included the development and administration of multiple interview protocols to US Department of State front office staff, MEPI program staff, and key implementers from multiple international development organizations. Qualitative interview data is supplemented with a review of MEPI’s online reporting database records and quantitative English, French and Arabic survey data gathered from other key implementers.
