Program supervisor for the Quality Assurance Team of the Monitoring Division at the Texas Commission on Environmental Quality (TCEQ).

Responsible for the continued development and implementation of the environmental program across a wide range of projects by designing and managing the direction and approach of operational, environmental and regulatory matters. I provide a broad range of support in the areas of government affairs, environmental planning, trade association liaison and interfaced with all levels of management. Actively involved in ESG corporate communications development, air permitting and compliance while keeping expert knowledge of all state and federal regulatory changes.

I provide regulatory guidance and technical support to various production and midstream companies in the Houston and Midland Area. I work directly with industry customers to determine the scope, budget and permitting plan of new environmental capital projects as well as expansion projects for existing sites. I regularly perform project development, permit application preparation, calculation of air emissions, technical oversight, quality assurance/quality control of documents, environmental audits, verification/calculation of emission inventories using third party software, regulatory agency interaction, oil & gas training and new business development.

I provided guidance on and participate in reviewing selected complex state and federal permit reviews for the Rule Registrations (RR) Section of the Air Permits Division of the Texas Commission on Environmental Quality (TCEQ). I reviewed selected complex state and/or federal applicability involving air permit applications, registrations, and certifications as necessary, defining all sources of contaminants and appropriate federal and state requirements, including rule interpretations, emission calculations, determination of federal applicability, permit issues, and stringency determinations. I provided technical guidance for the Rules and Registration Teams concerning the review of state and federal air applications, registrations, and certifications. In addition, I coordinated and oversaw special projects and activities as assigned by management. I also supported designated APD streamlining team initiatives and related projects or tasks. I communicated with applicants, agency staff, other state/federal agencies, elected officials, the regulated community, and the general public concerning the applicability of federal and state requirements regarding the permitting process, and the technical completeness of projects. I participated in Air Permits Division, Section and Team Meetings and represent the supervisory staff as needed. I attended trainings/professional development activities as well as served as backup for the Team leader or as work leader for designated Air Permit Division related projects or tasks as directed. I served as coordinator/trainer for the internal Oil and Gas training to new and existing staff in multiple sections within the division as well as external customers. I regularly served as technical contact on various subject including regional compliance determinations for oil and gas projects, and emission inventory for the Air Quality Section.

Work consisted of genetic research using known molecular-genetic techniques with DNA and RNA in plants. I also maintained laboratory health and environmental safely chemical inventory according to regulation. Trained on bench-scale laboratory equipment and laboratory equipment used exclusively for chemical and physical analyses. Assisted Principal Investigator and post doc with different research projects as needed. General duties included basic upkeep of the laboratory, biohazard waste disposal and ordering chemicals media and lab supplies. Trained in proper laboratory level 1bio-safety, and was responsible for the development and update of the Hazardous Chemical Inventory for EHS (Environmental Health and Safety). Worked unsupervised regularly keeping detailed notes of progress and adjustments to lab protocols.

Responsibilities included overall operation of facility including environmental air compliance and waste management role. Key duties included:*Managed compliance records of chemicals and equipment in accordance with environmental air and waste regulations.*Provided records of raw material, surfactants and solvent usage for compliance with retention period.*Maintained an environmental health impacts for all chemicals used at the site including specific technical information regarding toxicology and combustibility.*Managed the disposal of toxic and hazardous material through appropriate third-party contractors and vendors.*Trained employees in proper day-to-day operation as well as conducted safety and maintenance inspection audits at the site.
