About Israel Collier

As a humanitarian and philanthropist, I have dedicated my career to empowering Roma and Immigrant communities through education and housing advocacy. I founded A.C.O.P.E.R.I., a non-profit organization based in Moldova and registered as a 501(c)(3) charity in the United States, in 2019, after completing my Master of Arts in Public Policy at Central European University in Budapest, Hungary. At A.C.O.P.E.R.I., I led a team of 11 staff and volunteers, who provided economic support, health care access, documentation assistance, nourishment, scholarships, and community building to Roma, Immigrants, and Ukrainian Refugees. We also conduct research, collect data, share stories, and influence public policy to ensure the human right to adequate housing. In less than three years, we've reached over 500 families and secured grants and multiple partnerships. I returned to the United States in 2022, where I continue to consult, fundraise, and advocate on behalf of A.C.O.P.E.R.I. and its mission.

    Roma Civil Monitor is a pilot project with the full title of 'Capacity building for Roma civil society and strengthening its involvement in the monitoring of national Roma integration strategies’.To help the authors of a synthesis report, I contributed to compiling data for the chapters on housing.The objective of the pilot project was to contribute to strengthening the monitoring mechanisms of the implementation of the national Roma integration strategies through systematic civil society monitoring. The additional value of civil society monitoring comes from the independent status and the field experience of participating NGOs. The pilot project aimed to enhance civil society monitoring in two key ways: by developing the policy monitoring capacities of civil society actors and by supporting the preparation of high-quality, comprehensive annual civil society monitoring reports. The project was implemented with active participation of approximately 90 NGOs from 27 member states (Malta was not part of the pilot project as there is no Roma community). We prepared a synthesis report that summarized country reports on the National Roma inclusion policies in all 27 countries.

    The assignment of a Health Education Volunteer requires volunteers to work in a structured school environment while developing, health education curricula, health education lesson plans and co-teaching nine formal Health Education classes per week in Romanian, with two Moldovan teachers. Through collaboration with the school psychologist, school nurse, home room teachers, and school administrators, volunteers contribute to the improvement of the school curriculum, as well as school facilities. I was also exposed to various opportunities such as youth empowerment, community assessment, project management, grant writing, budgeting, monitoring and evaluation, networking, community development and increasing infrastructure.
