The client is asking to create a web scraper which would be built as a WordPress plugin. The plugin would be fed with a CSV file that contains a long list of websites. The scraper would be run as a cronjob which queries 100 websites every 10 minutes. This will then check if the website is a WordPress website and will output the result.
