For this period I was the Chief Contracting Officer on the Air Warfare Destroyer Program.

I was employed by BAE Systems as the Echidna Line of Business Commercial Manager within the Aerospace Business Unit. My primary responsibility in this position was for the commercial management of the Echidna Contract with the Commonwealth of Australia (the Contract). My duties included:• securing and maintaining BAE Systems’ commercial position (including dispute resolution and negotiation of other claims); • managing the Intellectual Property requirements of the Contract; • managing, overseeing and negotiating the Contract changes (including the exercise of approval authority within the limits of delegated authority and managing approval submissions where higher delegated authorities are required); • managing, overseeing and negotiating the new work proposals within the line of business (including the exercise of approval authority within the limits of delegated authority and managing approval submissions where higher delegated authorities are required);• ensuring compliance with BAE Systems corporate policies and procedures;• managing the interface with BAE Systems Australia’s Corporate Counsel; and• providing commercial advice as a member of the lead team to other members of the Echidna team.In addition to these primary duties I also provide commercial assistance and guidance across the BAE Systems business.

I was employed as a Commercial Manager within the Airborne Early Warning and Control Business Unit. In this role my primary responsibilities were for the commercial management of Peace Eagle (an export sale through the Boeing Company to the Turkish Air Force), establishment of BAE Systems’ Wedgetail In-Service Support Contract and providing commercial management support to the Wedgetail Support team. I was employed in this role since December 2004 to mid 2006. In addition to the day to day commercial administrative matters, my duties included:• The development and negotiation of numerous contract change proposals.• Regular liaison with the Boeing Customer’s supplier management organisation.• Regular liaison with internal customers and stakeholders.• Ensuring compliance with corporate processes and procedures.Success in this position required that I became an integral part of the teams that I supported both as a team member and in the areas of my responsibility as a team lead.

I was employed as the Commercial Policy and Support Manager. In this position I was responsible for reviewing existing, and developing new, commercial policies, processes and procedures for the Australian Company to ensure compliance with corporate governance requirements. Policies and procedures which I produced included a negotiation and contract approval procedure, teaming agreement procedure, redundancy risk assessment procedure and a Transacting Framework. In addition to this policy role I also regularly provided commercial management support into diverse areas of the business on an as required basis. In this aspect of the role I participated in several proposal developments for which I either supported other commercial managers or was the primary commercial manager (including temporarily relocating to Melbourne for 3 months to support a proposal being developed out of the Melbourne office).

I was employed as a contracting and procurement specialist, with respect to strategic capital acquisitions and associated procurements. I commenced employment as an entry level graduate and progressed through Senior Contracts Officer and Assistant Director levels to Director Contracting Policy (Projects). The last 18 months were in policy development including the development of a new contracting template for In-Service Support and the update of the Defence Procurement Policy Manual. I was involved in numerous high value and high risk capital acquisitions and service delivery contracts in all stages of the procurement cycle, from pre-approval, pre-contract, contract management and contract closure. Over this period my experiences include:• A lead role in the development of requests for tenders, request for proposals, invitations to register interest, market surveys and other solicitation documents. • A lead role in the evaluation of a variety of tenders and other solicitations. • A principal participant in head table negotiations including contract negotiations, dispute resolutions, significant contract amendments and other corporate agreements. • Active participation in and prime carriage of procurements ranging from professional services and consultancy services contracts through to smaller equipment and developmental acquisition contracts.• Provision of contractual and procurement policy and management advice and support services to clients.• Developing and maintaining professional relationships with suppliers of professional services, equipment and support services.• Developing section budgets and workplans to ensure quality services were provided while operating in a constrained resource environment.
