I led the Emergency Response Team  for a young company’s new offshore exploration projects on the Black and Barents Seas, as well as for onshore, office, and domestic sites. This involved having a pool of committed Oil Spill Response (OSR) vessels, crews, a Medevac helicopter, and clean-up equipment contracted for 24/7 availability. • I created the Oil Spill Response Plan (OSRP) approved by company and government officials and commissioned the research needed to obtain permits needed to use dispersants for any oil spills in the area. All this - plus a complex on-site emergency exercise simulation – had to be done prior to start of the drilling season. I also negotiated rescue assistance agreements with neighboring companies and subcontractors and trained and drilled emergency response teams using various emergency scenarios.

Here I was brought in to review in-place mandatory emergency response services for onshore and offshore hydrocarbon facilities and re-organize them as needed. Projects included:• Kirinskoye onshore processing facility, where I assessed whether there were sufficient resources, rescue forces and permits, chose contractors, and prepared tender documents. • Shtokman as condensate field in the Barents Sea, reviewed quality of industrial safety project materials, and reasonableness of the composition and backup of critical system components.• At the newly developed oilfield in Sakhalin, maintained the emergency response system for both onshore and offshore OSR and rescue forces, and designed and held a complex OSR and rescue exercise coordinated with the State Marine Emergency Service. (ГосМорСпасСлужба) • And developed and coordinated a complex emergency response exercise on the Kirinskoye gas field in the Sea of Okhotsk.The Kirinskoye complex exercise involved supply vessels, shore-based helicopters, local EMERCOM forces and the drilling contractor, and included an offshore oil spill response, rescue of people from the water via rescue boat and helicopter, medical treatment on-site and MEDEVAC, oil spill onshore and firefighting onshore, and effective communication between units and departments.

Sakhalin Energy brought me in to administer the company’s HSES policies and principles on an active offshore drilling and producing asset. I developed HSE training plans for core staff and educated them on Russian regulations. I also analyzed the Work Place Audit statistics, safety visits reports, and observation reports for any deviations and developed improvement measures, and conducted regular emergency response exercises, investigated any incidents, and prepared reports. • Coordinated an Integrated Safe System of Work (ISSOW) program on the platform, conducted training and coached users. Assessed worker competence per City & Guilds’ standards and fulfilled HSE standards for an offshore asset.• Trained more than 80 platform drilling staff on knowledge and skills using electronic PTW system, raising their competence level and improving industrial safety on the platform.Analyzed the PTW audit history and identified systematic gaps in workers’ behaviour and procedures. Gathered additional information not obvious from the audits and worked with management to add training focused on the shortcomings for the entire platform staff.

In a short time, I trained the staff on new process design and procedures, and lead the operations technicians’ staff through the commissioning and start-up process on new build production platform Piltun-B.• Improved personal English competency level to Upper Intermediate and obtained comprehensive HSE training, as well as certification as an Assessor by City and Guilds of London Institute.• As a Start-Up Coordinator, I met all operational targets including complete commissioning, tests of all systems, and start of oil production on Piltun-B platform.• First oil from first producing well on Piltun-B platform was done on my shift
