About Ivo Rollis

Ivo Rollis is an expert and developer of government capacity-building projects with 20+ years of international experience in strategic policy planning and coordination with public administration in the field of national policy development and EU integration. He has operated at the highest senior management level in the Government of Latvia during the peak of EU accession with the European Integration Office and has long-term experience in advising the governments of the Western Balkan and European Neighbourhood Policy countries. He has 10+ projects management experience as a Team Leader in the EU and international donors’ funded development projects and a well-developed understanding of state policy-making processes and mechanisms, management of changes/reforms in public administration, evaluation of programs and the ability to establish working relations with high-level government officials. He has supported the elaboration of national framework development strategies and programming its implementation and performance indicators in various sectors of EU acquis, preparation of methodological guidelines to line ministries. He also has experience in strengthening the management and strategic planning capacity of the central policy coordination bodies and related units in line ministries, carrying out systems functional reviews, assessment of institutional functionality, identification of priorities and drafting recommendations on international donor technical assistance and its evaluation. In addition to that, he has in-depth experience in elaboration of the Training Strategies for the Civil Service, elaboration and delivery of training modules on strategic planning and policy development. He also has technical skills in PCM, LFA, functional analysis, design-thinking approach and effective knowledge on EU aid modalities, EU-funded project management, proven experience in facilitating and improving high-level donor and stakeholders’ coordination.He graduated from the University of Latvia, Department of Social Science and holds PhD in Political Science. He also lectures at the Department of Political Sciences, Faculty of Social Sciences, University of Latvia and Riga Graduate School of Law on European integration theory and practice, implications to public administration and policy coordination. He is an author of more than 10 scientific publications on Europeanization and policy coordination aspects. He is also the Council Member of leading Latvian Think-Tank PROVIDUS and a member of the Union of Political Scientists in Latvia.
