Aberdeen Test Center

Leads and supervises a Division with two branches (Geodetics and Engineering & Construction) with strength in excess of 150 personnel, sustains a fleet of over 400 line items and over 200 vehicles: cranes, trucks, tractor trailers, earth moving equipment, and general construction kit. Oversees the test capability sustainment of a 66,000 acre Major Range Test Facility Base (MRTFB). Test capability sustainment tasks include construction of new ranges, test facilities, maintenance of over 200 miles of range roads, maintenance of 43 miles of test courses (when required), and upkeep of existing test capability and physical plant. Geodesy oversight includes geospatial information systems and assurance that live fire test programs are provided objective range fans and sighting of test articles to support developmental testing. Oversees the troop construction program to execute Military Construction, Army (MCA) and test infrastructure efforts. (Troop units include but are not exclusive to US Marine Corps Reserve [4th CEB], Navy Reserve [Seabees][NMCB23], and Army National Guard units 243rd ESP [MDARNG], DET1-150 EN CO [DEARNG], 150 EN CO [NJARNG]). Develops unique designs for site specific test infrastructure, constructs said designs using in-house and/or contracted labor. Manages program/project management schedules, administrates equipment maintenance activities, and responds to contingency operations on the test center and installation.

Aberdeen Proving Ground

Leads, supervises and administrates a Directorate of 250+ personnel (government and contractor) to provide general support to developmental testing on a 66,000 acre Major Range Test Facility Base (MRTFB) by oversight of four Divisions (Field Support, Technical Imaging, Planning & Facilities, and Range Operations). Performs coordination of infrastructure sustainment activities through an Army Garrison and/or in-house assets: executes test support to live fire test and evaluation (LFT&E), and supports developmental testing aspects of automotive, soldier systems, survivability-lethality, direct & indirect fire weapons testing, and communications, computers, and systems engineering. Supervises four Division Chiefs. Executes solutions to both novel and complex technical problems to support the test center Technical Director and Commander. Leads change, policy updates, and integrated planning teams on critical safety, infrastructure, and operational items with major impacts on developmental test and evaluation.

Aberdeen Test Center

Senior Engineer at a Major Range Test Facility Base (MRTFB) responsible for TestInfrastructure Construction and Sustainment. Serves as a key manager of the Aberdeen Test Center (ATC) Planning and Operations Directorate. Independently manages project execution, schedules, regulatory compliance, and maintains a viable 45-piece heavy construction equipment fleet. Oversees the maintenance management of the construction fleet to include compliance with SAMS-E, licensing, training, and operator proficiency. Required to sustain an indepth knowledge base of test operating procedures (TOPs). Performs computation, project analyses, cost estimates, specifications; prepares and presents briefings and technical reports on test facility projects and test infrastructure. Independently supervises construction projects in the field and from the office. Administrates the ATC troop construction program to overcome unfunded site preparation shortfalls. (Supervision of this program includes: planning and coordinating projects that fit unit mission essential task lists, planning and coordinating for logistics, environmental compliance, communication with executing units and their higher headquarters. The troop construction program involves Reserve Component (RC) units from the US Navy, US Marines, and Army National Guard units from multiple States.

Aberdeen Test Center

Senior Engineer and Strategic Planner (Department of the Army Contractor) at a Major Range Test Facility Base (MRTFB) responsible for the $200M+ Military Construction Army (MCA) program. Serves as a key manager for both the Aberdeen Test Support Services contract and as an integral member of the ATC Planning and Operations Directorate staff. Independently manages project execution, schedules, regulatory compliance, and advises government personnel on matters of budget and progress. Counsels the ATC Commander and Technical Director on issues of program advocacy, design, funding, and interagency coordination. Resolves complex design, environmental, permitting, and coordination issues; ensures adherence to regulations and policy. Indirectly liaisons to Members of Congress and other State and local officials. Oversees and administrates the conduct of meetings to isolate and resolve controversial and novel issues regarding facility programs being developed for both the long term (strategic planning) and near term. Advises responsible government personnel on all project coordination matters; specifically charged with coordinating design efforts of the $39M+ Automotive Technology Evaluation Facility (ATEF). (Successfully planned and executed the effort to finalize design of a Phase 1 for the ATEF project and secured the project's placement as an FY08 Congressional Add.) Independently supervises construction projects in the field and from the office. Deputy Commander of a 500 person U.S. Army Corps of Engineers District with geographic boundaries including 5 States and approximately 500 miles of navigable waterways. Key Manager: assumes command in the absence of the Commander. Oversees an operating budget of $150M. Administrates $200M in assets to include 15 work vessels, a 300-foot hopper dredge, 5 dams, and several field offices. Supervises a 150 member staff through fourteen office chiefs rated at grades GS-9 to GS-14. Serves as Chief of Staff: chairs District-level staff meetings and oversees the planning and execution of all District internal events. Staff supervision encompasses long and short term financial management, emergency management operations, human resources, contracting, information technology, logistics, physical security, occupational health and safety, equal employment opportunity, internal review, a public affairs office and general administration. Conducts press conferences and speaks at public events. Performs coordination with public agencies, public officials, Members of Congress, and other local authorities and organizations. Supervises and coordinates the efforts of four technical divisions, each led by a GS-15: engineering and construction, operations, planning, program management and office of counsel. Oversees labor relations, hiring actions, recruitment and retention, and position management of the entire organization. Prepares or approves selection plans for all key positions of the organization. Trains and equips special teams to support contingency operations in support of deployed U.S. troops. Trains and equips personnel to execute the Corps emergency support function (ESF-3) mission in conjunction with the Federal Emergency Management Agency (FEMA) or other agencies.

Fort Belvoir, Va

Principal Financial Advisor to the school Commandant on planning and execution of all funds and resource management. Administrated the funding, procurement practices, travel expenditures, design of facilities, and managed the operating budget of a government operated Geospatial Information Service (GIS) school serving the Department of Defense and US Government Intelligence Agencies. Manages a budget of over $9 million in government funds used to procure equipment and coordinate for resources used in training personnel on the use of satellite imagery and remote sensing devices, mapping and cartography, imagery analysis, surveying, and printing. Designs classrooms, conference facilities, and supervises the implementation of communication networks for both classified and unclassified systems. Supervises an Executive Assistant and three procurement / contracting specialists. Writes and refines statements of work, sole source justifications, and performs contract reviews. Coordinates with contracting personnel to prepare, track, and complete requisitions of equipment and servicesdirectly related to National security interests.
