Morrison is a Ph.D political scientist. His career spans academic teaching, doctoral field research in southern Africa; senior staff on a highly active congressional committee; an overseas embassy stint in postwar Ethiopia; senior policy responsibilities at USAID and the State Department over 7 years during the Clinton administration; and 13 years developing a distinct policy voice, influence, analytical acumen and vibrant programs at the Center for Strategic and International Studies (CSIS), a premier Washington foreign policy and international security institute.He began his career, and remains, an Africanist. Over the past decade, he has acquired a depth of experience in Asia. In the mid-1990s, he engaged seriously in the Balkans. He began -- and remains -- an expert in foreign policy, comparative politics, ending wars, and international development. In the past decade, he deliberately widened his focus to become a global health authority.Building things is at the center of his professional evolution: USAID's Office of Transition Initiatives, the Kimberley Process (on conflict diamonds), the CSIS Africa program, the CSIS HIV/AIDS Task Force, and the CSIS Global Health Policy Center. Each has involved setting dynamic goals, building consensus, creating new structures rapidly, and delivering important concrete results.Shaping U.S. policy choices has also been fundamental. Final volume published in February 2013. AIDS 2012: chaired high-level CSIS group that advised the leadership for AIDS 2012, the International AIDS Conference held in Washington, D.C. July 2012. Focused upon incorporating Bush administration officials, Congress and faith leadership into the AIDS 2012 program. Chaired Special Session featuring leadership from China, South Africa, Brazil, and India. Directed review of the Navy hospital ships (June 2012-February 2013); oversaw CSIS Task Force on health ‘soft power’ in the Asia strategic rebalance (November 2012 – present); directed 2010-2011 CSIS study of DoD overseas medical research laboratories (Peru, Egypt, Kenya, Thailand, Hawaii). Led CSIS summits in Atlanta, Seattle, Minneapolis, New York City, Boston, San Francisco, and Research Triangle, NC. Featured Congress, business, universities, faith community, foundations, governor’s offices and media in discussion of impacts (jobs, investments, discoveries, international partnerships) of global health in these communities. Managed CSIS expert delegations to Ethiopia, South Africa, Kenya, Zambia, and Tanzania that analyzed U.S. health investments and future priority policies.Japan Post 3/11: Led three visits to Tohoku region of Japan, following the 3-11-11 earthquake, tsunami and nuclear reactor crisis. Focus: low dose/long-term radiation exposure; mental health and reconstruction. Directed CSIS Commission on Smart Global Health Policy (2009-2010) comprised of 25 high-level American opinion leaders, co-chaired by Admiral Bill Fallon and CARE Pres. Helene Gayle. Laid out a strategic vision of U.S. global health engagement. Its work was done in close active collaboration with Jack Lew and other senior Obama officials.

Director, Csis Africa Program & Executive Director, Csis Task Force On Hiv/AidsCenter For Strategic And International Studies (Csis) Mar 2000 - Sep 2008Washington, D.C.The CSIS Task Force on HIV/AIDS 2001-2008: Launched in late 2001, with Senators John Kerry and Bill Frist as original co-chairs, succeeded after 2004 by Senators Russ Feingold and John Sununu. It mobilized a long-term strategic vision for U.S. leadership on HIV/AIDS. Over its 7 years, the Task Force staged biannual high-level sessions in the Senate; produced framework legislation and survey work that became foundation for the President Emergency Plan for AIDS Relief (PEPFAR); produced numerous focused policy analyses, and led expert delegations to key African states, Russia, India, China, and Vietnam.Sudan: Co-directed the CSIS review of U.S. policy towards Sudan, U.S. Policy to End Sudan’s War (2001). Its framework became the foundation for the Bush administration’s Sudan strategy to achieve a negotiated settlement in Sudan.Africa Policy Reviews: Co-directed two CSIS retrospectives, U.S. Africa Policy beyond the Bush years: Critical Choices for the Obama Administration (2009); and Africa Policy in the Clinton Years: Critical Choices for the Bush Administration (2001) Co-directed the Africa Policy Advisory Panel, commissioned by Congress, which produced Rising U.S. Stakes in Africa: Seven Proposals to Strengthen U.S. Africa Policy (2004). Co-directed with Ambassador Princeton Lyman the Council on Foreign Relations Task Force on Africa, which resulted in Beyond Humanitarianism, (2006). Led CSIS studies of China’s expanding role in Africa (2006-2007) and the creation of the U.S. Africa Command (AFRICOM) 2006-2008.
