I am responsible for software development and maintenance of Population Register which is one of the most critical register in Estonia. Population Register is a database which consists of the main personal data of Estonian citizens. Including also citizens of the European Union who have registered their residence in Estonia and foreigners who have been granted a residence permit or right of residence in Estonia. The Population Register data is used by all public sector authorities and also by many private sector big companies (banks for example). In 2020 there were made 125 million queries to Population Register. There are 30 people in the department - 3 DevOps teams and Customer Support Unit.

Software Development Domain is responsible for development and maintenance of different Software based services which are used or provided directly to citizens by Police, Rescue Board, 112 and Ministry of the Interior. Software Development Domain consists of 7 Departments and there is all together 25 DevOps teams which use agile processes, CI/CD pipeline and on-premise cloud platform. From 2017 to 2020 the size of the Domain has expanded from 130 to 190 persons.

Responsible of all IT services in oganization. Department consisted of two units - Software Development and Systems Administration. The biggest and most critical Software based service was Estonian Vehicle Register. There was 17 persons in the Department. Most of the software development was outsourced to partners.

Managing a team of 9 persons which was mainly responsible for 2 services: 1. Workstation service 2. IT infrastructure service (servers, applications, databases and network) Achievements: 1. Implementing basic ITIL processes including creating central HelpDesk. 2. Outsourcing 2nd level of Helpdesk (remote hands). 3. Moving all information systems form dedicated servers to virtual datacenter. 4. Renewing and outsourcing of network service in 26 offices (site-to-site VPN, wifi, soft VPN). 5. Implementing central workstation management.

Manager of Network management process. Dealing with all the processes that were present for making Data Communication Network more reliable, bullet-proof and cost-effective.Process management according to ITIL and E-TOM process models.

Development and Management of Data Communication network including access, aggregation and core networks, technologies like DSL, Ethernet, PON, Wimax. Vendors like Cisco, Juniper, Alcatel, Nokia, Ericsson, Siemens. Keywords: TCP/IP, PPPoE, DHCP, BGP, OSPF, IS-IS, MPLS, QOS, IPTV etc. From that period the most outstanding accomplishment was the launch of Elion IPTV service where my responsibility was the development of aggregation network suitable for IPTV transport.

Operative network management, network development. Mainly administration of Nokia and Siemens DSLAMs and Cisco routers and switches. Also dealing with CPE-s.
