Provide professional support to the Air Force Civil Engineer Center (AFCEC).

It is Air Force policy, when and/or wherever it is of benefit, to privatize utilities systems.

Northrop-Grumman was under contract with AFCEC (formerly AFCESA) to manage S/R&M projects at and for Air Force bases and other locations. I was a Project Manger in this context. I served as Project Manager for more than 125 projects valued at over $190,000,000.00. Project Management duties include providing technical engineering services to Air Force contracting staff, outside architects and engineers and base personnel.

managed approximately 25 people, including Professional Engineers, Project Managers and others; personally designed and/or managed selected projects.

Established the Growth Management Division for the County, including Planning & Zoning, Code Enforcement, Building, Recreation and Beach activities; managed a professional staff of 30+ and administered the Comprehensive Plan, the Land Development Code, the Building and Fire Codes.

As CEO, I instituted new strategic planning, accounting and personnel systems along with a new IT Management plan. I also designed and/or managed selected projects and managed the Panama City regional office. The Panama City office provided consulting services to Counties and Cities in the Panhandle and to selected land development clients.

Managed the Panama City Regional Office of this medium-sized engineering consulting firm, the oldest and largest firm in the panhandle whose headquarters is in the panhandle. During my tenure this office annually improved and maintained a high quality of product, profitability and professional reputation.

I was involved with the City in various capacities over a period of years before moving to Florida.
