Jack is known as a problem solver. He has over 35 years of practical legal experience that includes representing local governments in British Columbia, Alberta and Ontario. He also has land use planning and development experience, in both the public and private sectors, in British Columbia.Jack is formally educated and trained in Law (Queen’s), Business (U of Alta.), Facilitation and Dispute Resolution (Justice Institute). He is a candidate member of the Planning Institute of BC.Jack has worked in-house, advising staff and elected officials, at both the provincial and municipal levels of government.As the Director of Planning and the City Solicitor of Victoria BC, in addition to his legal counsel duties, he was responsible for all Land Use Planning, Development, and Building Regulatory matters. Before this, he was the City Solicitor of Edmonton, Alberta responsible for all manner of legal matters affecting that city. He also keenly understands the needs of the private sector in complex land development matters. Jack has worked with the development and legal sectors on complex development proposals in urban and rural areas of BC. In addition, he has participated on planning teams assisting municipalities with the development of new land use bylaws. Jack has a special interest and recent experience in the issues of land use planning and development on aboriginal lands and the legal relationships with existing municipalities.Jack is actively involved as both a community and as well international outreach volunteer applying his expertise. He is a member of the Municipal Law and Aboriginal Law sections of the Canadian Bar association.
